Abstract

This paper discusses doubts and problems concerning the relationship between governability, democracy, and local governments, as well as the representation crisis and increasing poverty in some districts in Lima. Considering the Peruvian political process during the 80's, the governability crisis in those districts is mainly a consequence of: the system’s inability to satisfy or, in certain cases, defer the population’s demands, a lack of public spaces for processing them through consensus, a representativity crisis of political parties, political centralism, and presidentialism.</span
