The experience of local government reforming in Lithuania in the process of joining
to the EU is considered. In this context, the main stages of reforming the territorial organization
of power in Lithuania are described. The focus is made on the analysis of the
powers of local self-government bodies, competences of institutes of self-government (the
council of self-government, the director of the administration of self-government, the inspector
of self-government). The organization of control and auditing of self-government
bodies, the problem of representation of communities of settlements, etc. is considered.
The experience of submunicipal units – syanyuniyas is stressed. It is concluded that the
effective system of local self-government was established in the process of reforming the
territorial organization of the public authorities in Lithuania and the experience of implementing
the service control and auditing self-government bodies, creation of submunicipal
units – syanyuniyas, and the legislative fixing of rights of associations of local
self-government can be used in Ukraine
