Safety is one of the important factors to be considered by the company to ensure the welfare of workers. Implementation of safety programs within operational and managerial activities have a positive effect for the company because it is able to maintain its reputation and benefit for the company. Safety culture is the attitudes, beliefs, perceptions and values that employees share in relation to safety which is applied to achieve the degree of safety performance that is understood and used as a priority in organization. The problem is the difficulties of establishing safety culture in the workplace as a form of accident prevention behaviors during work. Therefore, this study aimed to determine the extent of the application of the safety culture at the non-managerial level in the company. This study was conducted with the help of questionnaires distributed to a non-managerial level PT. X, where questionnaires were developed based on Cooper's Reciprocal Safety Culture Model, which are 3 dimension, they are people dimension, organization and job factors. In this study, the focus is a people dimension and if we explain come to 10 sub dimension. The results from this study is the value of safety culture of all respondents is more than 3. This means that the safety culture in PT. X more than the average. From these results, the sub dimensions of beliefs about the causes of the accident, the effect of work pressure and effectiveness of emergency procedures each has score less than 4. Thus, these sub dimensions are still weak
