The laboratoryhas its origin in the initial Soviet Union effort todevelop the nuclear bomb. The past mission of thelaboratory included weapon design and fabrication ofprototype warheads. Since the collapse of the SovietUnioU the laboratmy has been trying to divers~ themission to irwluderesearch into such areas as safety ofcommercial nuclear power reactor, mathematicalmodeling, and elimination of chemical weapons andwaste’. Due to the past and currentmission in nuclearweapon development the laboratory has significantquantities of sensitive nuclear material (SNM) itvarious locations.In 1994, *ions began between the UnitedStatesDepmtmentof EnergyNational LaboratoriesandRFN~Fsystem. TheVilctorMaltsevRFNclvhmEF37 Mim Avenue%rov, 607190,RussiaNizlmiiNovogorodRegionon upgmding the existing MPC&Ainitial fimded projects dealt withevaluation of Russian and U.S. safeguardstechnologies. The purpose of these projects was tointroduce the VNIIEF personnel to U.S. technologiesand also to provide the U.S. team with data on Russiandevelopedtechnologies. The actual implementationofthe MPC&A llpglZidf2Sbe@n in 1996 with tWO SitMthatwere named theReactor Site and Production Site.The acceptance testing of the upgraded MPC&ASystem at these sites was completed in the Spring of1997 and trial operation began during the Summer of1997.In the Ml ti 1997 at a @t U.S./Russian projectteammeeting in Oak Ridge, the VNIIEF teampresentedto the U.S. team a plan for the upgmding theMPC&A system at the entire VNIIEF Complex. Forthe implementationof this plq the VNIIEF Complexwas divided into two large entities called the ScientificZone and the IndustrialZone. This delineationis basedupon the nuumgement wnsibility and fictionalresponsibilityrather than physical location. This paperpresents the status of the MPC&A upgrades at theIndustrkl ZOne.DESCRIPTIONOF INDUSTRIALZONEA diagmm of the closed territory of Sarov is shownin Figwe 1. In Sdditioq VNIIEF isconsidered a sensitive site due to the weapon relatedmission thus the access to actual areas is very limitedfor the US MPC&A team members.The Iuduatrial Zoneat VNIIEF is made up oftenguarded areas as shown in Figure 2. M individualguarded area consists of number of buildings thatcontain nuclearmaterials. Each guarded area is fiuthersubdivided into MBAs for accountingpurposes. TheMEAS ~ classified into storage sites, research sites,production areas and tr@ningsites. The quantity andtype of material within each MBA is consideredclassified Mormation. Material transSers can occurwithin MBAsofa particuJargnarded area and alsobetween MBAs located ia differentguardedareas.An underlining assumption made in the upgrade ofthe MPC&A system at the Industrial Zone was that theexisting MPC&.A system only needed to bemodernized and not replaced. The modernizationwould include implementation of additional delayelemen@ computerize contrdkccountingnondestructive assay equipme@ closedtelevision system and au automated accesssystem.SYSTEMDESIGNSyste%circ@controlA contract was placed between the Oak RidgeNational Laboratory (ORNL) and VNIIEF in 1997 todevelop a conceptual design for the MPC&A systemupgrade at the Industrial Zone. The conceptualdesignwas to include schematics of the different MBAs withan overall equipment list he to the sensitive natureof sgxne of the MEAs, the information in theconceptual design document was scarce and the USteam felt uncomfortable with commitment of ‘fimdsbased upon the informationprovided in this document,The information provided in the conceptual designdocument lead the US team to believe that a fiber opticnetwork was required for transfer of informationbetween the different guarded areas. This fiber opticnetwork would connect not only the guarded areas ofthe IndustrialZone,but also of the guarded areas of theScientificZone.The inforg@ion io the C4wceptualdesign dwxqnentalso indicated the need to prioritize the work since theproject would be a nydti-year project. Theimplementation of the MPC&A system was dividedinto the fbllowing categoneK installation of delayelements across the entire Industrial ?one, installationof M@erialControl & Accounting (MC&A) system byguarded arwq instalhtion of video assessment systemby guarded areas, installation of access control systemby guarded areas, and installation of an automatedphysicalprotection system(APPS)by guardedareas.For fiscal years 1998and 1999, guardedareas 3,5,6and 7 were targeted for implementation of the MC&Asystem. A detailed design was performed for these_ _ Which lesulted in a list of equipmentneeded for the system. The equipment list includedcommunication racks for the network data baseservers, work stations, bar code equipme@ scales,pedestrianmonitor$ and intrusion detectionequipment.SOFXWAREDEVELOPMENTANDMODIFICATIONSSoftware for the MC&A System was developed for,small sites at VNIIEF under a Los Alamos NationalLaboratory task in 1996 and 1997. Due to thecomplexity of the Industrial Zone, the soilwarenX@redmodifications prior to implementation at thissite. The modification of the software requiredsignificant effort ffom VNIIEF in determining thenee@ or requirements of each MBA in the Industrialzone. These needs were determined fromconversations with makyial custodi~ operators,fizility manage~ division managers and guarded areamanagers. This information was used to developspeciilcations necessmy to implement MC!&Aat eachMf3Aofthe Industrial Zone. Al)artofthis taskdsoincluded the development of a detailed test plan thatwould include sampledata descriptio~ loading triter@~r Mruction and performancecriteria. The work that has been completed to dateincludes:L2.3.4.5.6.7.Installation of fiber optic cable in all the GuardedAreas.Design and fabrication of security doors. Twodoors have been fabricated and are undergoingcerti6cationprocess.Detailed design and equipment specification forMC.&Asystem for Guarded Areas 3, 5,6 and 7.Workstations and scales have already beenreceived by VNHEF. The bar code equipmentand the data base sewers should be r~ived inOctober 1999.Detailed dedgn and equipment specificationsforthe cannnmication racks. The equipment has_ been procured.MC&A Softivire need/n@rements have been&termined for@ MIjlA.Detailed design and equipment specificationsforthe video system for GuardedAreas3,5,6 and 7.Fabrication of eleven pedestrian monitors forGuarded Area 6.The rate of progress is expected to increasesignifkantly in the future as the equipment is receivedand installed at the MBA5. The goal for FY2000 is tohave the MC&A uuder pilot operation at the four_ ma (3, 5, 6 and 7), complete installation ofall the barrier elemen~ install video system at GA6,and install APPS at GuardedArea6.suMMARYTiw modernization of the MPC&A system at theVNIIEF Industrial Zone began in 1997. Themodernizationincludes implementationof a fiber opticnetwork installation of additional delay elemen~installation of computerized MC&A syste~installation of video systew and implementation of anautomated access control system. The design andimplementationhas presented some challenges to boththe US and Russian team in that the foreign access tomost of the sites is not permitted.
