Understanding the vulnerability and sustainability of the current status of water resources is the essential step in water resources management along with the consideration of the impacts in the long-term period. The impacts of droughts, local land-use policies, and anthropogenic activities against water resources were evaluated in the upstream Sesan river basin, Central Highlands of Vietnam. The specific objectives are as follows: (1) Evaluation of historical drought features in the Dakbla watershed, Central Highlands of Vietnam; (2) The impacts of land-use input conditions on flow and sediment discharges in the Dakbla watershed, Vietnam; and (3) Effects of local land-use policies and anthropogenic activities against water quality in the upstream Sesan river basin, Vietnam. At first, drought features were evaluated in terms of severity, duration and lag time, and frequency on the watershed scale based on a combination of a hydrological model and drought indices. The important role of agricultural drought along with meteo-hydrological drought was emphasized because of their larger impacts on agricultural productivity in the long-term period. The areas where agricultural land predominated had higher drought risk than other areas.  Secondly, the impacts of land-use input conditions on flow and sediment discharge were assessed by updating the different land-use conditions in the hydrological model. Utilizing multiple land-use maps could illustrate the frequent and complicated local land-use policies instead of using a single static land-use map.  Lastly, the effects of local land-use policies and anthropogenic activities on water quality were evaluated in the upstream Sesan river basin. Arable land had the highest proportion of sediment and nutrient loads into the reach compared to other lands. Applying the inappropriate local land-use change policies had negative effects on the aquatic environment downstream compared to before applying land use policies. Understanding the watershed characteristics along with the combination of spatial land use, local land-use policies, and agricultural practices will support the implementation of land-use change strategies and water resources management planning more comprehensively. Generally, an image of popular issues concerning water resources and agriculture aspects was shown based on the spatio-temporal analysis on the watershed scale. The specific areas occurring the particular issues such as drought, erosion, nutrient losses, and water quality degradation were described in this dissertation. These findings could support decision makers in implementing more effective drought management strategies, land-use planning policies, soil conservation plans, and water resource management strategies for the watershed in the future accordingly.  論文審査結果の要旨 流域における水資源管理は量と質の両側面から検討される必要がある。水資源の現状の脆弱性と持続可能性を把握することは，長期的に流域の水資源を管理するために必須と言える。そこでベトナム中部高原セサン川上流域において，干ばつ，土地利用政策，人為的活動（農業活動）が水資源に与える影響について評価した。本研究の目的は，1．ベトナム中部高原ダックブラ流域における干ばつの特徴評価，2．対象流域において頻繁に変更される土地利用政策を考慮できる，水量・水質モデル評価法の確立，3．ベトナム中部高原セサン川上流域（ダックブラ流域およびポコ流域）における土地利用政策とそれに伴う人為的活動の変化が下流湖沼の水環境に与える影響評価，である。本研究により，次のことが明らかとなった。1．流域モデル（Soil and Water Assessment Tool）と干ばつ指標を組み合わせ解析した干ばつの特徴（深刻度，期間とズレ，頻度）評価から，特に農業干ばつが農業生産性に大きな影響を与え，気象水文的な干ばつと並んで重要な役割を担っていることが分かった。また，農業が盛んな地域ほど農業干ばつの影響が大きく，それらの地域では干ばつの状況にあわせた作物種などの変更が有効と考えられた。2．流域において頻繁に更新される土地利用政策の影響を適切に評価するため，これまで一般的に行われているモデル評価手法ではなく，それを拡張した手法を提案しその有効性を評価した。すなわち，モデル内で単一土地利用情報を使用した解析ではなく，土地利用政策発行年にあわせて土地利用図を作成し，解析期間の中で直線回帰による土地利用情報の更新を行うことで，流域の水量および水質の再現性が向上することを明らかにした。そして，2．で確立した手法を用いて，3．ベトナム中部高原セサン川上流域における土地利用政策とそれに伴う人為的活動の変化が下流湖沼の水環境に与える影響を評価し，農地は他の土地利用と比べて土壌および栄養塩の流出負荷量割合が高く，下流への影響が大きい事を明らかにした。加えて，適切もしくは不適切に土地利用およびそれに伴う人為的活動を変更した場合の下流湖沼や流域内水資源への影響を定量的に評価した。 以上のように，本研究はベトナム中部高原上流域を対象に，量と質の両側面から水資源の保全管理や人間活動の適応について解析したものであり，学術的に高く評価できる。また本研究成果は今後，持続可能な流域水資源管理を進める一つの指針となることが期待される。よって，本論文は博士（学術）の学位に値するものと認められる。
