Philosophy SELF STUDY HEALTH SCIENCES PROGRAM 1.1 Role in the University and the Community The Health Science Program provides a series of courses in preventive health care and health issues to the students in the University. In addition, the Program provides a series of courses of specific interest to majors in the College of Health. As part of the general coursework available, a minor in Health Sciences is available to majors outside the College of Health. 1.2 Evaluation and Projects The Health Science Program provides a real asset to the University by offering coursework that educates the non-health professional in health maintenance and awareness. In addition, a minor in Health Sciences is available as well as a Master of Science in Health Sciences. The Program also provides pre-professional counseling in pre-occupational and pre-phys ical therapy. As the demand for the above services increases, more resources need to be made available. 2. Organization 2.1 Duties and Staffing The Health Science Program is composed of three faculty, two of which serve in administrative capacities and a portion of the time of two secretaries. Adjunct faculty are used to supplement the course offerings. The efficiency of the program. could be improved if the faculty members and clerical support were in proximity. Future needs of the program call for more regular faculty to support the graduate course offerings, especially in the area of health administration. 2.2 Support and Communications The structure of the College of Health has greatly facilitated the operation of the Health Science Program. While financial support seems to be the most crucial issue, communication with students and the rest of the University seems all right. 2.3 Projections Plans for the next ten years have recently been developed in the University 10-Year Plan. The plans, of course, anticipate the available resources. There are apparently no organizational changes that will affect the program's goals. Self Study Health Sciences Program Page -2-3. Education Program 3.1 Correlation of Program and Objectives The goals of the Program entail offering a minor, pre-professional counseling, and a Master of Science in Health Sciences (MSHS). Since many of the students serviced by the program are presently employed and part-time, many courses are offered at each of the Resident Centers and during the evening hours. 3.2 Admission Admission to each of the areas in the Health Science Program is varied. For example, admission to the pre-physical and pre-occupational therapy programs is open and available to any student who wishes to be enrolled. Admission to the minor is granted to majors outside the College of Health. In order to be awarded a minor, the student must maintain a 2.5 GPA in College of Health coursework with no grade less than a C. Admission to graduate status in the MSHS degree program is based on University graduate admission criteria as well as specific criteria established by the program. Self Study Health Sciences Program Page -3-3.5 Instruction Each course, excluding independent study, in the Health Science Program uses a course syllabus. In some instances, several of the Health Science courses are taught by adjunct faculty. These courses are typically RSC 3328, U. S. Health Care Systems; HSC 4024, Health Care Needs of the Elderly; HSC 4393, History and Future of Health Care; and RSC 6412, Epidemiology. The program evaluates the effectiveness of instruction in all courses by student and peer evaluation. The grade distribution for the entire College of Health has been calculated in the University Grade Studies, available in the Office of Academic Affairs. In general, most of the grades are A's, B's, or C's. The reason for this is that students with lower than a D grade are usually excluded from College programs. 3.6 Other Activities The Health Science Program has not been too active in area clubs; although the faculty do give lectures or seminars to area groups that are interested in health care. 3.7 Projections (5 Years and 10 Years) Projections for the future of the Health Science Program entail the enhance-ment of the existing programs of study as well as the development of new programs. The new programs are outlined in both the College of Health and University 10 Year Plans. At the present stage, it is likely that enrollment will continue to increase in the MSHS degree program. 4. Financial Resources 4.1 Outside Funding Presently, there are no outside funding sources that support the activities within the Health Science Program. 4.2 Auxiliary Activities The Health Science Program does not have any auxiliary enterprises. 4.3 Budgets The budget request from the Health Science Program is prepared each spring. The request is based on zero based budgeting, and entails the perceived needs for the forthcoming year. The budget needs are for adjunct faculty (OPS), expense, and major capital outlay (OCO). The needs of the Health Science Program are balanced by the needs of each of the other programs or departments within the College, then a final allocation is established. Self Study Health Science Program Page -4-4.4 Equipment The major funds required by the Health Science Program are for OPS and Expense. There is often a limited amount of expense money available, consequently the ability to expand is limited. 5. Faculty 5.1 Recruitment and Selection There has not been a new, regular faculty member recruited for the Health Science Program for some time. If this were to be done, criteria would be developed including a doctorate degree as well as expertise in a specific area such as health administration. At the present time, about 25% are part-time adjunct faculty. Adjunct faculty are used because either regular faculty do not have the time to teach courses or lack a specific expertise. 5.2 Organization, Preparations and Growth Within the Health Science Program, three sub-areas exist. One is counseling in pre-occupational and pre-physical therapy; one is the minor in Health Sciences; and one is the Master of Science in Health Sciences. Time at UCF 9 years 5 years 7 years Faculty salaries in the Health Science Program have been determined by past employment practices which involve administrative and faculty responsibilities. The justification for the salaries is based on the Oklahoma Study; although, actual salaries are below the regional and national averages. Salary increases are based on policies established by the University and the College of Health. 5.4 Teaching Loads Teaching loads are assigned based on the required courses to be taught. Since there are few faculty with a good deal of teaching and advisement to be done, research is not as prevalent as it should be. 5.5 Evaluation, Security and Promotion The policies relating to promotion and tenure have been establ ished Self Study Health Science Program Page -5-by the University and College of Health. Each College faculty member is evaluated on the basis of the assigned activities. The annual evaluations are one of the factors used by the various levels to determine promoti on or tenure. 5.6 Working Conditions The availability of office space is adequate for the present number of faculty in the Health Science Program. However, no space is available for additional faculty or research laboratories. 5.7 Projections Over the next ten years, it is anticipated that more space is needed for the MSHS degree program and the potential of a bachelor's degree. As more graduate students are accepted into the MSHS and begin theses, more research space will be needed. 6. Library 7. 6.1 Collections At the present time, the holdings in the Library need to be supplemented with books and journals on health administration and health education. This need is due to lack of sufficient funding. It is likely that more holdings will be needed as the graduate programs continue to grow. 6.2 Coordination The program and the Library staff coordinate the activities of acquisistions very well. The Library makes special assignments to ensure communication exists between the Health Science Program and the Library staff. 6.3 Services and Facilities The library facilities and services seem to be adequate for present needs, although future expansion of the Health Science Program may add to the future needs of the Library. Scores for mandatory state tests are used in the advisement process. 7.3 Organization There are no academic organizations within the Health Science Program. 7.4 Discipline and Records Discipline problems are handled in a manner consistent with University policies. Records for Healt~ Science students are maintained in a secure file. 7. 5 Financial Aid and Alumni At the present time, there are no assistantships or scholarships available to Health Science students apart from regular University awards. Acceptability of graduates is maintained by constant contact with various health care agencies which employ our graduates. 8. Physical Facilities 8.1 Facilities In general, space allocated to the College of Health is limited. Additional office space is just not available. Clerical space is, to say the least, cramped. The lack of sufficient space prevails into the Health Science Program. With the potential for growth in the Health Science Program, the issue of space is critical. 8. 2 Provisions The College of Health Executive Committee, composed of program directors and chairpersons, serves as a planning body for the College as a whole. As such, the Health Science Program has input into the planning process. 9 • Special Activities 9.1 Type of Special Activities The Health Science Program offers several activities in off-campus locations, including area hospitals. Several independent study courses are offered to students at the graduate and undergraduate level. Self Study Health Science Program Page -7-9.2 Organization and Funding The organization and funding for the special activities is through the Health Science Program. 9 • 3 Academic The faculty used for the off campus and independent courses are a mixture of regular and adjunct faculty. Other aspects of the courses are no different than regular courses offered in the program. 10. Graduate Programs 10.1 History and Need The Master of Science in Health Sciences (MSHS) began as a response to needs expressed by past graduates and health care agencies. The format for the graduate degree was patterned after similar types of allied health master's degree in the country. The authorization to offer the degree was granted in July, 1983. Consequently, it is a new program for the College . Present response would indicate that the new program will continue to grow. Future success of the program will be measured by the number of students enrolling and graduating as well as responses from the community. 10.2 Faculty Faculty for teaching in the graduate program are selected based on their specialization. in a specific field, holding a doctorate degree, and familiarity with research design. 10. 3 Students Graduate students for the MSHS program are selected based on criteria developed in the implementation proposal. The criteria include a 3.0 GPA or GRE score of at least 1000, licensure, certification, or registration in a health profession, and motivation to do graduate work. A student's program of study is developed according to the needs and interests of the student in consultation with the advisor. Constraints on accepting credit are those established by the University. 10.4 Instruction The graduate courses in the MSHS degree program are offered in the evenings to facilitate access by a population of students working during the day .• self Study Health Science Program Page -8-10. 5 Library Present library resources that support the MSHS degree program could be enhanced by the purchase of additional books and journals related to health administration. 10.6 Financial Resources Funding for the MSHS degree program is solely from regular allocation, made to the College of Health and Health Science Program. It is hoped that the increased student credit hours generated by the program will support future funding needs. 10.7 Graduate Enrollment The Master of Science in Health Sciences (MSHS) is a new program, authorized to be implemented in July, 1983. At the present time there are about 20 post-baccalaureate students seeking graduate status. •There have obviously been no graduates. 11. Research 11.1 Administration Philosophically, the Health Science Program encourages research, although available space, time, and equipment support are lacking. Since research has become an important consideration for promotion and tenure more emphasis will have to be made on research effort. 11. 2 Funding Presently, funding for research in the Health Sciences Program would have to come from a reallocation of regular funds available. Grant proposals are continually being submitted to "outside" sources to support research projects. 11.3 Space The space available for research in the Health Science Program is severely limited, and is a detriment to research activities. It is hoped that more space will be available in the future as the the graduate program expands. 11.4 Future Development Since research will become a more important aspect of the Health Science Program, teaching loads will have to be altered. It is envisioned that each faculty member will be required to make an individual contribution, although cooperative proposals will be encouraged. Self Study Health Science Program Page -9-12. Summer Terms 12.1 Courses Courses to be taught during the Summer Terms are selected based on a policy developed by the College. The first priority are those courses that must be offered. The second priority are those courses that generate a significant number of student credit hours. These second level courses are principally offered by the Health Science Program. 12.2 Faculty Faculty to teach in the summer are selected because of their ability to teach in a specific discipline. As a rule, faculty on 12-month contracts are required to have a substantial teaching load. 12.3 Funding Funding for teaching in the summer is provided from the College based on the courses taught. Funds for research in the sunnner would only be available from in-house grants or outside funding sources. 12.4 Schedule The schedule for the summer is reduced from that of the regular academic year. Because of limited funding, no special workshops or courses can be pro-vided, unless outside funding is available. 12.5 Students Students taking summer Health Science courses are usually students within professional, health programs. Consequently, the summer Health Science course offerings are somewhat reduced. 13. Computers 13.1 Impact and Needs The impact of computers on the Health Science Program is mostly in the area of student research. Potentially computer usage will prevail into wordprocessing and instruction. The availability of funds to purchase "desk-top" computers has been limited. 14. The Brevard, Daytona and South Orlando Centers 14.1 Courses Courses to be taught at one of the Area Centers are developed on a three -Self Study Health Science Program Page -10-year plan. The courses are usually determined by consultation with the Center directors, and are offered in response to student needs. In general, the coursework is very similar from year to year. 14. 2 _Faculty Faculty to teach at the Centers are either regular or adjunct. Faculty assignments at th~ Centers are based on available time and knowledge of the course information. Office hours for students at the Centers are usually established prior to the class time so that travel time is diminished. 14.3 Funding The assignments for faculty to teach at the Centers are normally made in load. Travel expenses are paid by the Center budgets. 14.4 Facilities and Library The facilities at each of the Centers diff~r, Brevard undoubtedly has the best facilities compared to the other centers. Services by the Orlando Campus Library are available to each of the area campuses. The Health Science Program generally relies on the audiovisual equipment available at the area centers. Support for handout and test preparation is done by the Orlando campus staff. 15. Media The Health Science Program uses a substantial amount of audiovisual materials. These include video tapes, motion pictures, slide tape presentations, and overheads. In some cases, students convenience classes (ASC) are offered which primarily rely on a video taped instruction format. It is likely that the use of media in instruc-tion will only increase. The Office of Instructional Resources has been extremely supportive of media development in the Health Science Program.
