Document: Before the California Water Commission, Statement on Behalf of the County of Tulare, State of California, Concerning the Pacific Southwest Water Plan Report of August, 1963, November 1, 1963, page 1BEFORE THE CALIFORNIA WATER COMMISSION STATEMENT ON BEHALF OF THE COUNTY OF TULARE, STATE OF CALIFORNIA, CONCERNING THE PACIFIC SOUTHWEST WATER PLAN REPORT OF AUGUST, 1963 November 1, 1963 It is the understanding of the County of Tulare that the Secretary of the Interior has requested that the five western states involved in his Pacific Southwest Water Plan Report of August, 1963, comment on said report by November 26, 1963, prior to the presentation of said report to Congress. It is further understood that this Commission has elicited comment at this time from interested persons and agencies and will make a recommendation to the Resources Agency of California or the Governor concerning this matter. The County of Tulare is a highly developed agricultural county in the upper San Joaquin Valley of California, and its valley lands are almost completely within the service area of the Central Valley Project. This County has a vital concern in the continued conservation and development of the water resources of California, and cannot endorse any program or plan which might delay the authorization or construction of the presently proposed additions to the Central Valley Project or the State Water Facilities. Almost from the conception of the East Side Division of the Central Valley Project, the County of Tulare has endorsed and urged its early authorization and construction, recognizing that the San Joaquin Valley has an immediate urgent need for an additional supplemental surface supply of water to maintain its existing agricultural economy. At the same time, the County of Tulare has recognized that the realization of the proposed East Side Division hinges on the full utilization of the available water supply in the Delta to supply these pressing agricultural needs in the San Joaquin Valley as well as the upstream demands. -1-Epson Perfection 4870 Photo, 400 dpi, 24 bit, 1,328,724 byte
