Confirmation of Academic Issues Chair - Marilyn Corsianos B. Academic Issues Committee: COB, COE, CHHS Appointed Patrice S Bounds by affirmation as COE representative. Appointed Julie Slack by ballot elections as CHHS representative. No nominations from COB. C. Honors College Advisory Council: At-Large: 2, COE: 1 Appointed Ginnie Harder as COE representative by ballot election. Appointed Grigoris Argeros and Wanda Kent as at-large representatives by ballot election. D. University Budget Council: CET Appointed Deb deLaski-Smith by affirmation.  V. Discussions   A. Public Safety Update - Chief Bob Heighes  3:20 pm - Department of public safety includes police department, environmental health safety, emergency management, and parking.  - Chief Heighes provided business cards to those present and flip charts of emergency procedures - EMU department is larger than the Ypsilanti city police department. EMU patrols an area larger than the campus, including areas around campus and out to Eagle Crest as well as the Peninsular Place area.  - All EMU police officers are sworn in Ypsilanti and Washtenaw County. They also work on the Washtenaw County Hostage Negotiation Team and S.W.A.T. teams.  - The EMU department provides timely notices as required by the Clery Act for incidents on university property, as well as those not required but that occur in areas surrounding campus that students frequent. - They have completed many training sessions, including ALICE training (active shooter response) – which is available to any group on campus.  - Reviewed crime maps on campus and surrounding areas from December 2019 – areas surrounding campus had much higher crime rates than on campus property. - Cameras on campus have assisted with solving many crimes on campus. - Chief Heighes welcomes feedback from all students/staff/faculty. He will follow-up and address concerns reported to him. - Emergency contact occurs through RAVE alerts, VOIP messages, and campus speaker systems.  Floor open for questions​:  - Is there a standard procedure when a student reports sexual assault (how could a faculty member assist students when it is reported to them)? DPS has a sexual assault packet that explains the process. ​If a student reports a sexual assault to faculty, faculty members are mandatory reporters and are required by law to report it to the Title IX office or DPS​. After reporting, the survivor has the option to pursue Title IX and/or criminal justice system procedures.  - What is DPS stance on the university’s relationship to ICE?  ​Response: ​We are not ICE agents. We do not question their immigration status. The only time action is taken is if there is a warrant.  - How many cameras are on campus, are we using facial recognition software, and is there storage of the video footage? About 1100 cameras, servers are in Pray-Harrold with average storage of 30 days unless there is a crime that is under investigation. All cameras are in public areas (such as perimeter, entrance/exits) and are not meant to invade privacy – they are not in dorm rooms. Two cameras are present in COE that are aimed at the technology kiosks and only turn on when the kiosk alarms are tripped. Cameras are used as a tool to investigate crimes after they occur or during an event to track individuals. Faculty are welcome to visit Dispatch and see how they work. The cameras work as a deterrent to crime on campus.  - Is it possible for an officer to close the COB building at 9:30 , so faculty can feel safer during late evening classes - What is the purpose of the fencing?  Fencing is a barrier to create a safer campus. The majority of fencing is around parking areas. Fencing is also connected to lighting. The band was feeling unsafe in the Cornell area during night practices – fencing was installed to improve safety. The plan is not to fence the entire campus, but it has reduced the number of calls of incidents in parking areas. It also creates pathways to and from campus to allow cameras to function to see how comes on and off campus. The goal is safety for the students, staff, and faculty.  - Public safety oversight committee – this is not under the purview of Chief Heighes. Rhonda Longworth to follow-up on.   B. Academic and Student Affairs Strategic Planning - Opportunities and Threats 3:45 pm - Tabled until next meeting.  C. Follow up on President Smith’s Visit - athletic budget transparency 4:39pm - The perspective of the executive board was there were still areas of concern that were not addressed by the president.  - Michigan Radio aired another story about the Student Athlete Performance Center.  - Donation amounts (not donor names) and other funding sources should be released as this is a public university and the budget should be transparent.  - GameAbove provided $8 million to create a golf center, and $3.5 million for faculty initiatives. They are also open to suggestions on what else would be useful to the university as a whole (rather than athletics specifically).  - A letter is being sent to faculty to sign a thank you letter to GameAbove with specific messages from those who received funding.  - Request to ask President Smith the questions again now that he has met with the Senate and has a better understanding of what the questions were.   VI. Committee Chair Reports 4:30 pm  VII. Provost’s Update 4:51 pm - GameAbove is looking for other areas, including academic and housing, for donations, but they still choose where they want their donations to be directed. They have met with students to get their input. Potential to invite the group to a senate meeting for discussion on what would make the university succeed.  - House Calls where faculty go through dorms and talk to students about how they are doing at the beginning of each semester. - Reorganization of Student Affairs, there is currently a Dean of Students who will now lead the Dean of Student Office which will oversee DCI, student programming, a social worker/case worker. The other associate VP will supervise REC/IM, student center, dining liaison, and maybe event planning in the future. Ombuds office will be moved to the Office of Student Affairs under Michael Tew. Orientation and athlete support services will move to Office of Student Support Services. Disability Resource Center will move to student support area. An organization chart will be sent later this week.  - Ron Woody is looking for advice regarding Duo dual authentication for students. If you have any feedback, it can be sent to Provost Longworth.
