Abstract

Telecom reform policy was to increase universal affordable access to telecommunications in the interests of social and economic development. However, in Latin America reform has in practice not worked to ensure universal and affordable access to broadband connectivity. Research was conducted in Bolivia, Colombia, Ecuador, Peru and Venezuela to provide policy analysis from civil society perspectives around the impact of telecom reform on provision of access to broadband infrastructure.
