O dinamismo presente na atividade operacional e gestão dos escassos recursos
disponíveis, tem provocado um aumento da exigência na gestão do controlo dos projetos
na Defesa. A existência de uma correta capacidade de gestão de projetos constitui o
suporte essencial para garantir a execução eficaz e eficiente dos projetos e atividades de
maior relevo operacional e financeiro das Forças Armadas.
Tendo a Marinha como missão proteger e promover os interesses de Portugal no e
através do mar”, torna-se essencial garantir mecanismos que assegurem o cumprimento
da sua missão. No entanto, face à conjuntura atual, um dos grandes desafios que enfrenta
é a desproporção entre os vastos espaços marítimos sob soberania ou jurisdição nacional
e os recursos disponíveis para os ocupar e controlar. Tendo por isso vindo a desenvolver
ações para garantir que é uma Marinha pronta, constituída por uma cultura
organizacional, com recursos e estruturas que garantam a sua sustentação e potenciem a
sua atuação militar e não militar. Para garantir este desiderato, é necessária uma correta
aplicação da gestão de projetos na Marinha, tornando-se essencial a fomentação do
contínuo desenvolvimento da CGP na organização. O desenvolvimento destas
capacidades irá permitir a realização de uma gestão magra, integrada, flexível, controlada
e baseada na evidência.
Através do Logical Thinking Process é realizada uma descrição da realidade atual da
Marinha para a performance em gestão de projetos, sendo seguidamente realizada a
proposta de um modelo de mudança que promova a melhoria dessa mesma performance.
Para a proposta de soluções de melhoria recorreu-se a um estudo comparativo da
adaptabilidade das abordagens à gestão de projetos às necessidades da Marinha e da sua
tipologia de projetos, permitindo identificar mecanismos que contribuam positivamente
para o sucesso da gestão de projetos na Defesa. A Current Reality Tree permitiu a
identificação dos sete efeitos indesejáveis que impediam o sistema de alcançar uma
elevada performance em gestão de projetos. Para promover esta mudança através da
Future Reality Tree foram identificadas as seis injeções que permitiram a transformação
dos efeitos indesejáveis em efeitos desejáveis, garantindo assim a possibilidade de
alcançar o objetivo estabelecido.The current dynamics within operations and in managing available resources has led

existence of an adequate project management capability constitutes an essential factor to
ensure the effective and efficient execution of projects and activities of greater operational
and financial relevance in the Armed Forces.
It is Navy's mission to protect and promote the interests of Portugal on and through
the sea, and it is essential to ensure mechanisms for the fulfilment of its mission. Given
the current situation, one of the major challenges it faces is the disproportion between the
vast maritime spaces under national sovereignty or jurisdiction and the resources
available to supervise and control them. In this sense and given the dynamics of the
internal and external environment, the Navy has been developing actions to ensure its
readiness, by caring about its organizational culture, resources, and structures to ensure
its sustainability and enhance its military and non-military performance. To attain this
goal, it is necessary to foster the most suitable project management approach, as well as
the promotion of further capability and capacity building in this field.
Through a Logical Thinking Process, a description of the Navy's current reality in
terms of project management performance was analyzed, followed by the proposal for a
change that promotes the improvement of such performance. To develop solutions, a
comparative study of the adaptability of project management to the needs of the Navy
and its project types was used to identify mechanisms that contribute positively to the
success of project management in defense projects. The Current Reality Tree allowed the
identification of the 7 undesirable effects that prevented the system from achieving a high
performance in project management. To promote this change through the Future Reality
Tree, the 6 injections that allowed the transformation of the undesirable effects into
desirable effects were identified, thus ensuring the possibility of achieving the established
goal
