They are intended for use by group discussion leaders and for those who want more information than provided in the discussion leaflets."--Back cover."This paper begins with a general look at why we provide public facilities and services and at the public questions we are thus forced to answer. Next is a brief look at the possibilities for governmental adaptation to meet changing needs. The discussion then turns to directions in which solutions to some current revenue problems might be sought.
