Large companies and coastal companies are often mentioned in Chinese CSR researches, but small and medium-sized enterprises (SMEs) are still not comparable to large companies in CSR implementation, for lacking sufficient basic data. This paper targets the SMEs in Chongqing City and Hubei Province located in the inland area, based on two questionnaire surveys conducted in 2013 and 2016. Three results from the research are shown below. First,local governments are strongly involved in SMEs CSR behaviors. Second, the focus of CSR implementation is reflected in corporate treatment of employees, customers, and the environment.Third, the motivation of their implementing CSR is to improve company image and employees’satisfaction.
