Abstrak Penelitian ini bertujuan (1) mengidentifikasi fungsi komunikatif tindak tutur ilokusi yang ditujukan Presiden Joko Widodo kepada birokrat melalui pidatonya setelah dilantik menjadi presiden Republik Indonesia periode 2019-2024 dan (2) mengidentifikasi fungsi dominan dari tindak tutur yang digunakan tersebut. Metode penelitian ini adalah kualitatif. Data dalam penelitian ini adalah salinan pidato presiden Joko Widodo setelah dilantik yang diunduh dari situs https://jeo.kompas.com/naskah-lengkap-pidato-presiden-joko-widodo-dalam-pelantikan periode 2019-2024, yang kemudian dianalisis berdasarkan jenis dan fungsi tindak tutur. Berdasarkan analisis, ditemukan bahwa jenis fungsi tindak tutur yang ditujukan kepada para birokrat oleh presiden Joko Widodo dalam pidatonya adalah fungsi representatif, direktif, komisif, dan deklaratif dan fungsi tindak tutur yang dominan adalah direktif. Penelitian ini dapat memberi inspirasi kepada peneliti lain untuk meneliti pengaruh satu fungsi tindak tutur terhadap fungsi tindak tutur lain dalam sebuah pidato seorang pemimpin. Penelitian ini juga dapat berguna bagi seorang pemimpin agar dapat membuat sebuah pidato yang memiliki dorongan yang besar sehingga para birokrat di dalam pemerintahannya melakukan apa yang diperintahkan oleh pemimpin tersebut. Kata kunci: Tindak Tutur, Ujaran, Pidato Joko Widodo AbstractThis study aims (1) to identify speech act functions addressed by Joko Widodo to bureaucrats in his speech after being appointed president of the Republic of Indonesia for the period of 2019-2024 and (2) to identify the dominant function of the speech act used in the speech. The research method used was qualitative method. The data in this study were the copy of President Joko Widodo's speech after being inaugurated. The data were downloaded from the website https://jeo.kompas.com/naskah-lengkap-pidato-presiden-joko-widodo-dalam-pelantikan periode-2019-2024 and then analyzed based on the types of speech act. Based on the analysis, it was found that the types of speech act, based on its functions, addressed to bureaucrats by President Joko Widodo in his speech were representative, directive, commissive, and declarative and the dominant function was directive. Hopefully, this study can inspire other researchers to investigate the influence of one function to another in a leader’s speech and be useful for a leader in making a speech that is powerful enough to make the bureaucrats in his or her administration do as he or she instructs them to do.
