Cyclone shelter, plantation, paka (permanent) and semi-paka (semi-permanent) house, loan, and communication infrastructure are five adaptation measures that were assessed for their effectiveness in a coastal community of Bangladesh. After evaluating people’s perceptions, barriers, and causal relations among the adaptation measures, it was found that cyclone shelter, paka & semipaka house, loan, and communication infrastructure are not effective in local scale although they are recognized to be effective in regional scale. Only plantation is found to be effective at both the local and regional scale because of its high economic return.Ministry of Foreign Affairs of the Netherland
