Esta pesquisa assume como objetivo principal conhecer a intervenção desenvolvida
pelo gestor de caso com crianças/jovens e suas famílias em situação de perigo, dando-se
ênfase às dificuldades, limitações, os pontos fortes e os pontos fracos com que se confrontam
na sua prática profissional. Nesta investigação privilegiamos instrumentos de recolha de
informação qualitativos como a entrevista semiestruturada e o focus group. As entrevistas
individuais foram realizadas a doze técnicas de duas CPCJ distintas inseridas na área
Metropolitana do Porto, enquanto o focus group contou com a participação de seis técnicas
de uma das CPCJ. No total, participaram catorze técnicas, sendo que doze das técnicas tanto
participaram nas entrevistas individuais como no focus group e duas técnicas participaram
apenas no focus group, e não realizaram as entrevistas individuais.
Os resultados obtidos permitem conhecer o processo de intervenção social, as
principais fases e instrumentos de trabalho que são utilizados pelas técnicas gestoras de caso
na prática profissional e as oportunidades e constrangimentos por elas sentidas no seu
quotidiano de trabalho. No âmbito das entrevistas, as técnicas apresentaram as suas
dificuldades em cada fase de processo de intervenção, tendo destacado o elevado volume
processual que têm sob a sua responsabilidade, contribuindo para reduzir o tempo e o
investimento que dedicam a cada um dos processos. Por outro lado, retrataram também a
escassez de recursos e de respostas sociais com a finalidade de responder às necessidades
económicas e materiais apresentadas pelas famílias e, também, apresentaram as dificuldades
em promover a mudança social ao nível do absentismo, insucesso escolar, da violência
doméstica e da alienação parental. Estas dificuldades sentidas pelas técnicas na intervenção
chamam-nos à atenção para a necessidade de haver uma rede de apoio e de trabalho entre
as diversas entidades mais coesa e melhor estruturada para que a CPCJ consiga dar uma
resposta aos problemas das famílias e crianças/jovens com maior qualidade e eficácia.The main objective of this research is to understand the intervention developed by the
case manager with children/youth and their families in danger, emphasizing the difficulties,
limitations, strengths and weaknesses they face in their professional practice. In this research
we privileged qualitative information gathering tools such as semi-structured interviews and
focus groups. The individual interviews were conducted with twelve professionals from two
different CPCJ in the Metropolitan area of Porto, while the focus group included the
participation of six professionals from one of the CPCJ. In total, fourteen professionals
participated, twelve of them participated both in the individual interviews and in the focus
group and two professionals participated only in the focus group, but did not conduct
individual interviews.
The results obtained allow us to know the process of social intervention, the main
phases and working tools that are used by the case managers in their professional practice
and the opportunities and constraints they experience in their daily work. During the
interviews, the case managers presented their difficulties in each phase of the intervention
process, highlighting the high volume of cases they are responsible for, which contributes to
reducing the time and investment they dedicate to each process. On the other hand, they also
portrayed the scarcity of resources and social responses in order to respond to the economic
and material needs presented by the families, and they also presented the difficulties in
promoting social change at the level of absenteeism, school failure, domestic violence and
parental alienation. These difficulties experienced by the technicians in the intervention draw
our attention to the need for a more cohesive and better structured network of support and
work among the various entities so that the CPCJ can respond to the problems of families and
children/youth with greater quality and effectiveness
