Kehittämistehtävän toimeksiantajana oli Lapis Rakennus Oy. Yritys toimii rakennusalalla, ostamalla vanhoja toimistorakennuksia ja saneeraamalla niistä asuinhuoneistoja. Yrityksellä ei ole omia rakennusalan työntekijöitä, vaan kaikki rakentaminen tapahtuu aliurakoitsijoiden kautta.
Ilmoitusmenettelyn toimintaprosessin kulkua ei ole aikaisemmin dokumentoitu yrityksessä. Prosessikuvausten tarkoituksena on toimia apuna prosessin ymmärtämisessä ja kehittämisessä. Kehitystehtävän tavoitteena oli saada aikaan tehokas rakentamisaikaisen tiedonantovelvollisuuden ilmoitusmenettelyn toimintaprosessi. Tämän opinnäytetyön aihe oli toimeksiantajalle erittäin ajankohtainen. Urakkailmoituksiin tarvittavien tietojen kerääminen oli vienyt turhan paljon aikaa ja jo aiemmin tehdyt ilmoitukset olivat puutteelliset tai virheelliset. Tutkimus perustui kvalitatiiviseen menetelmään. Menetelmä sisälsi sisällön analyysin julkaistuista lähteistä, kirjoittajan omista havainnoista ja haastattelusta talousjohtajan kanssa.
Tutkimuksen tuloksena esitettiin ilmoitusmenettelyn toimintaprosessin sanalliset prosessikuvaukset sekä -kaaviot. Prosessikaaviot havainnollistavat prosessien työvaiheiden järjestystä, ja sanalliset prosessikuvaukset selittävät prosessien etenemistä. Kehitystehtävän lopputuloksena syntyi tehokas rakentamisaikaisen tiedonantovelvollisuuden ilmoitusmenettelyn toimintaprosessi. Lisäksi yritys otti käyttöön uuden ohjelman Jydacom, jonka avulla urakkailmoitusten tekeminen helpottui huomattavasti.This Bachelor’s thesis was commissioned by Lapis Rakennus Oy. The company operates in the construction business by refurbishing old office buildings into residential apartments. Lapis Rakennus Oy do not have their own construction workers. All construction is realized through contractors.
The process of operating the notification procedure has not been previously documented in the company. The purpose of process descriptions is to assist in understanding and developing the process flow. The aim of the development task was to achieve an efficient process of notification of the notification obligation for construction information. The subject of this thesis was very timely for the client. Collecting information needed for contract notice had taken a lot of time and the announcements made earlier were inadequate or incorrect. The study was based on a qualitative approach. The method contained content analysis of published sources, author's own observations, and interview with the CFO.
The result of this study was the verbal process descriptions and patterns of the process of the notification procedure. Process diagrams illustrate the sequence of processes in processes, and word process descriptions explain the progress of processes. The result of the development work was a new and more efficiently operational Information Reporting Requirement process. The Company introduced new program Jydacom which help to collect the necessary data more effectively and correctly
