Opinnäytetyön toimeksiantaja on Isonkyrön kunta. Isonkyrön kunnan tukipalvelut tuottaa kunnan ruoka- ja siivouspalvelut, sekä kiinteistöpalvelut. Kunnassa ei ole ollut käytössä palvelusopimuksia tukipalvelujen tuottamista käyttäjäpalveluista. Työn tavoite oli toteuttaa palvelusopimukset palvelukuvauksineen Isonkyrön kunnan ruoka- ja siivouspalveluun selkiyttämään palvelukokonaisuuden sisältöä. Ja sitouttamaan molempia osapuolia, sekä tilaajaa että tuottajaa toimimaan sovitulla tavalla. Palvelusopimuksien ja - kuvauksien käytön etu on, että tilaajalla ja tuottajalla on niiden myötä samanlainen käsitys kokonaispalvelun sisällöstä ja laadusta.
Opinnäytetyön produktiona tuotettiin palvelusopimukset, jotka otettiin käyttöön heti teknisen lautakunnan ne hyväksyttyä kuluvalla sopimuskaudella keväällä 2016.
Kunnan käytössä on termi tukipalvelut. Opinnäytetyön myötä termien toimitilapalvelut ja tilapalvelut lanseeraaminen kunnan järjestämästä palvelusta on ajankohtaista. Opinnäytetyö vertailee Isonkyrön kunnan käytänteitä toimitilapalvelujen teoriaan ja luo sitä kautta pohjaa tilapalvelujen kehittämiselle Isonkyrön kunnassa.The principal of the thesis was the municipality of Isokyrö.
The support services of the municipality of Isokyrö produces the food services, cleaning services and the real estate services of the municipality. There has not been any service agreement regarding the user services produced by the support services.
The objective of the work was to carry out service agreements with the service de-scriptions to the food services and cleaning services of the municipality to clarify the contents of the service wholeness. The objective was also to commit both parties, the users and the producer, to co-operate in the agreed way.
The thesis work resulted in service agreements which were brought into use immediately in the spring of 2016 after the approval of the technical board of the municipality.
The thesis launched the terms facility management and facility services instead of the earlier term support services.
