Työssä selvitettiin pienen yksityisen lääkäriaseman lupamenettelyä, kun toimivan lääkäriaseman liiketoiminta oli myyty uudelle toiminnanharjoittajalle. Lisäksi selvitettiin velvoitteita toiminnan aikana ja toiminnan loppuessa.
Yksityisen terveydenhuollon lupamenettelyt on ohjeistettu viranomaisten puolesta hyvin ja menettelyyn liittyvät ohjeet tarvittavine hakulomakkeineen löytyvät sekä Aluehallintoviranomaisen että Sosiaali- ja terveysalan lupa- ja valvontaviraston Valviran www-sivuilta. Ohjeistus ohjaa hyvin uuden juuri perustettavan lääkäriaseman lupamenettelyä, mutta on sovellettavissa myös case – yrityksen tapaukseen, jossa uutta lupaa haettiin jo toimivalle lääkäriasemalle. Lupaviranomainen auttaa luvan hakijaa hakemuksen täyttämisessä sekä neuvoo lisätietoja hankittaessa.
Lääkäriaseman toiminnan aikaiset velvoitteet on myös ohjeistettu viranomaisen puolesta hyvin. Lisäksi sähköisen potilasasiakirjajärjestelmän raportointiominaisuudet tukevat vaadittavaa raportointia.
Case – yrityksen lääkäriaseman toiminta päättyi yhtiön konkurssiin. Toiminnan lopettamiseen liittyviä velvoitteita on lopettamisilmoituksen toimittaminen lupaviranomaiselle. Liitteenä tulee olla selvitys potilasasiakirjojen säilytyksestä. Asiasta ei ole lainsäädäntöä ja Nurmijärven lääkäriaseman potilasasiakirjojen säilytystä käsitellään Sosiaali- ja terveysministeriössä.The licensing procedure obligations of privately-owned medical clinic and its health services: Case Nurmijärven Lääkäriasema Medical Clinic.
In the thesis, the licensing procedure for a small privately-owned medical clinic was studied. The medical clinic was sold to another company and the license for practicing had to be renewed. The obligations during the operation and when terminating a medical clinic were examined.
Authorities provide good instructions for the license procedure, and the instructions with the pre-completed forms are available on the web pages provided both by the Regional State Administrative Agencies and the National Supervisory Authority for Welfare and Health, Valvira. The instructions can be applied very well also to Nurmijärven Lääkäriasema, in the case of which the license was requested for a doctor´s practice which was already functioning. The authority that grants the license also assists with filling up the application for the license.
The obligations that must be performed by the medical clinic during the operation are instructed by the authorities. An electronic patient record system facilitates reporting.
Nurmijärven Lääkäriasema was shut down due the fact that it went bankrupt. When a clinic is shut down, a notice of termination of practice must be sent to the authorities. Also, a report of how the storage of the patient documents is resolved must be attached. Currently, there is no legislation about the matter, and it is being considered at the Finnish Ministry of Social Affairs and Health
