Opinnäytetyön tilaajana oli kehittämisyhtiö Keulink Oy:n hallinnoima hanke, jonka tarkoituksena oli edistää bioenergian käyttöönottoa, kehittää laite- ja järjestelmävalmistuksen konsepteja ja parantaa yritysten kilpailukykyä. Opinnäytetyön tavoite oli selvittää, kuinka hyvin hankkeessa kiinteistönomistajille tarjotut palvelut ovat edistäneet bioenergian käyttöönottoa maakunnassa.
Hankkeen aikana on tehty kiinteistökartoitus yli 350 öljylämmitteiseen omakotitaloa suurempaan kiinteistöön Keski-Suomen ja sen ympäryskuntien alueella. Kartoituksen kirjallinen tuotos on bioenergiakortti, jossa arvioidaan kiinteistössä tarvittavia toimenpiteitä bioenergialämmitykseen siirtymiseksi. Kortissa arvioidaan investointikustannusta, mahdollista investointitukea sekä investoinnin takaisinmaksuaikaa. Opinnäytetyön aineistona on käytetty kartoitusten yhteydessä bioenergiakortteihin kerättyjä tietoja. Kartoitettujen kiinteistöjen omistajia haastateltiin puhelimitse ja kerättiin heidän kokemuksiaan kartoituksesta ja bioenergiakortista.
Bioenergiakorteista käy ilmi, että kartoitetuissa kiinteistöissä käytetään noin 2,8 % maakunnan lämmitysöljyn kulutuksesta. Haastattelujen perusteella joka viidennessä kartoitetuista kiinteistöistä aiotaan siirtyä pois öljylämmityksestä lähivuosien aikana. Vuoden 2011 helmikuuhun mennessä yksittäisiä kiinteistöjä on jo siirtynyt bioenergialämmitykseen. Siirtymistä on hidastanut muun muassa epävarma investointitukipolitiikka sekä kiinteistönomistajien tahto perehtyä laajemmin eri lämmitysvaihtoehtoihin.
Selvityksen tulokset auttavat kehittämään kartoitustyötä ja bioenergiakorttia, jotka voivat olla käytössä uudessa hankkeessa tai liiketoiminnassa. Korttiin lisätään tietoa viimeisimmistä investointitukimahdollisuuksista sekä tietoa arjesta bioenergialämmitysjärjestelmän parissa. Polttoaineiden hintakehitys ja kansallinen tukipolitiikka antavat vahvan perustan tuleville kartoituksille.The thesis was ordered by a project which is administrated by Keulink Oy. The aim of the project was to promote the use of bioenergy and to develop the manufacturing concepts of local companies and strengthen the competitiveness of local actors. During the project there has been a mapping of over 350 properties that are bigger than a detached house, heated by oil, and situated around Central Finland. The product of the property mapping is a bioenergy-card which informs the property owner about the actions for the implementation of bioenergy. The bioenergy-card has a calculation about the investments, the subsidies and the repayment period. The information collected from the bioenergy-cards is used as the data of the thesis. The owners of the mapped properties were interviewed about their experiences of the mapping and the bioenergy-card.
The bioenergy-cards show that 2.8 % of the oil used in heating in Central Finland annually is consumed in mapped properties. Based on the interviews every fifth of the properties is going to give up oil heating during the next few years. Until February 2011 a few singular properties have implemented bioenergy heating. Uncertainty about the investment subsidies and the property owners’ willingness to learn about the options for heating slow down the implementation process.
The results of this survey help to develop the mapping process and the bioenergy-card that could be in use in a new project or in business. Information will be added in the bioenergy-card about the latest investment subsidies and about the everyday life with the bioenergy heating system. Development of the fuel prices and the national policy of subsidies give a strong basis for mapping of properties in the future
