Nielsen, ASUM Business Manager; Zach Brown, ASUM 7 President;  8  9 Whereas, The Associated Students of The University of Montana (ASUM) represent over 10 15,000 students; 11  12 Whereas, the cost of higher education continues to grow throughout the nation; 13  14 Whereas, in 1970, the Montana state government provided for roughly 70% of the cost of 15 in-state public higher education for a full-time equivalent student; 16  17 Whereas, the Montana state government now contributes roughly 30% of the cost of in-18 state public higher education, constituting a reduction of roughly 40% in state funding of 19 postsecondary education; 20  21 Whereas, higher education continues to remain an important personal economic 22 investment; 23  24 Whereas, a ballot referendum in 1986 created a state lottery of which the proceeds go 25 towards higher education, namely that of educator pensions; 26  27 Whereas, lottery proceeds are currently directed into the state general fund; 28  29 Whereas, HB166, by redirecting the lottery proceeds into a scholarship fund for students 30 enrolled in postsecondary institutions, would be commensurate with the general will of 31 the voters; 32  33 Whereas, recruiting and retaining high-performing high school students is an important 34 investment in Montana’s economy 35  36 Therefore, Let It Be Resolved that ASUM supports the passage of HB166; 37  38 Therefore, Let It Be Further Resolved that a copy of this resolution be sent to 39 Representative Amanda Curtis, sponsor, and Representative Kristin Hansen, Chair of The 40 House Education Committee, for distribution to the members of the committee. 41  42 Passed by Committee: _____________________________, 2013 43  44 Passed by ASUM Senate: __________________________, 2013 45  46 ________________________________   ___________________________________ 47 Damara Simpson,       Bryn Hagfors, 48 Relations and Affairs Chair    Chair of the Senate 49
