Surging demand for livestock products and changing consumer demands (the Livestock Revolution) provide an opportunity to set poor farmers on pathways out of poverty, but also threaten the continued presence of smallholder farmers in increasingly demanding markets.  While food safety hazards (such as microbial pathogens and residues) may be present in high lives in informally-marketed food, the risk to human health is mostly unknown and current food safety management is both ineffective and inequitable. Risk-based approaches to assess and manage food safety offer a powerful new method to reduce the enormous health burden imposed by foodborne disease, while taking into account other societal goals such as pro-poor development of the agri-food sector and food and nutritional security.  The ultimate goal of the second phase of the Safe Food, Fair Food project (Safe Food, Fair Food 2) is the improvement of livelihoods of poor producers and consumers by reducing the health risks and increasing the livelihood benefits associated with meat, milk and fish value chains. Its purpose is to further research into the practical application of risk analysis and economic and social methods by food safety stakeholders and value chain actors, thereby improving food safety and market participation of the poor in informal markets for livestock products in sub-Saharan Africa.     The project contributes to this purpose with outputs at two scales:  1. At the level of meat, milk and fish value chains, it will pioneer and test a practical, whole-value-chain application of risk-based approaches to food safety in selected countries which are the focus of the CGIAR Research Program on Livestock and Fish. It will develop, test and communicate the technologies and methods to improve food safety and enhance smallholder market access.  2. At regional scale, it will work through the food safety ‘champions’ supported in the completed phase to better incorporate risk analysis and economic valuation methods into food safety policy, commercial practice and veterinary education.  The project works in four countries (Ethiopia, Senegal, Tanzania and Uganda) and with university and research networks and regional economic communities in East, West and southern Africa. It builds directly on previous work supported by the BMZ-funded Safe Food, Fair Food project that increased capacity and generated evidence for improving food safety in eight African countries, training over 50 food safety stakeholders and supporting 20 postgraduate research projects.         2  Summary of stakeholder workshop and training course  Organizer: Centre Suisse de Recherches Scientifiques en Côte d’Ivoire  Lecturers/facilitators: Bassirou Bonfoh, Gilbert Fokou, Sylvain Traoré and Jean Coulibaly  Background In 2008, the Centre Suisse de Recherches Scientifiques en Côte d’Ivoire (CSRS) and the International Livestock Research Institute (ILRI) initiated a research project on food safety risks and conducted a situational analysis on informally marketed animal-source food in Côte d’Ivoire and Mali. From 2–4 June 2010, a national conference on participatory risk analysis was held at CSRS to (i) introduce the concept of participatory risk analysis to lower the costs of health and increase market access, (ii) make an inventory of actions and research carried out by different actors in the food value chain, (ii) identify interventions needed to promote positive health outcomes for consumers and market access for producers and (iv) build synergies for the application of participatory risk analysis in Côte d’Ivoire and in Africa.  Stakeholder workshop The workshop which took place on 12 February 2014 was sponsored by Safe Food, Fair Food 2 and was a continuation of the 2010 symposium and was aimed at developing an inventory of work on risk analysis and exploring mechanisms for the establishment of a system for epidemiological surveillance of diseases associated with the consumption of animal-source foods. Twenty-nine participants attended the workshop, drawn from Nangui Abrogoua University (UNA), Félix Houphouët-Boigny University (UFHB), Jean Lorignon Guéde University, Institut National Polytechnique Houphouët-Boigny (INP-HB), the Ministry of Health, the Ministry of Fisheries and Animal Husbandry, l'Organisme National de Normalisation et de Certification de la Côte d'Ivoire, Codex Alimentarius, Enval Laboratory, the Food and Agricultural Organization of the United Nations and consumer and butcher associations.   The participants worked in two groups. The first group focused on risk analysis and the specific objectives were to synthesize experiences of research institutions on risk analysis, identify difficulties encountered in the use of risk analysis, and determine the extension tools needed to introduce risk analysis in the curricula of universities and other learning institutions.  The second group discussed the establishment of a system for epidemiological surveillance of diseases associated with the consumption of animal-source foods. The specific objectives were to identify the actors involved and their levels of responsibility, determine the conditions for setting up a system of epidemiological surveillance and define the tools needed for epidemiological surveillance.   Training course On 13–14 February 2014, CSRS trained 35 MSc and PhD food science students on participatory risk analysis. The training course took place in the wake of renewed emphasis on introducing participatory risk analysis into the curricula of universities and graduate schools in Côte d’Ivoire, where interdisciplinary and trans-disciplinary approaches as well as participatory risk analysis are still limited.    3  The trainees were drawn from two national universities, UNA and UFHB (both in Abidjan), and three graduate schools, the Ecole Supérieure de Technologie - LOKO (EST-LOKO) and the Institut Voltaire de l'Enseignement Supérieur Technique et Professionnelle (IVESTP) in Abidjan and the Institut National Polytechnique Houphouet-Boigny in Yamoussoukro. The training course was carried out through the Safe Food, Fair Food project and sponsored by the Strategic Program for Scientific Research in Cote d’Ivoire (PASRES) and the Afrique One Consortium.
