Abstract
新公共管理在西方国家推动了政府与大学关系的重构。一些国家在政校之间积极引入契约制度,政府通过签订契约的方式管理大学。这一新型政校关系模式对我国的借鉴意义在于,它有助于增进大学的办学自主权、提升大学改进绩效的主体性、促进大学发展的个性化与特色化。其局限则在于,大学办学绩效不易全方位测算,很多方面难以具体约定; 另外,契约管理或将扩增学校层面的行政权力,不尽顺应大学治理改革方向。尽管如此,对于改革政校关系而言,推行契约管理仍是一个最不坏的选项,其实施有赖于三个制度要件:转变政府职能定位、完善大学法人制度和培育第三方评估机构。中国博士后科学基金面上资助项目(2016M592085
