议行分设模式是我国现阶段最为流行的社区自治改革模式，其实践成效直接影响着我国新时期社区自治改革的内容和方向。于是，笔者分别于2008年和2009年对厦门龙山社区和深圳盐田区的议行分设实践进行调研，以吸取成功经验，却意外发现议行分设模式并没有实现“去行政化”和“归自治权”的目的，反而陷入了内卷化的困境中去。 据此，本文就以笔者对深圳盐田区和厦门龙山社区的调研为基础，首先对议行分设模式的实践和成效进行了分析，得出了内卷化的结论；接着，本文基于西方社区自治改革的成功经验构建起一个“内卷化规避模型”——这是本文最大的创新之处，并借助此模型对议行分设模式陷入内卷化的发生机理进行系统分析，即以“强国家-...Now, the SLEM has been the most popular pattern of China’s community self-government reform, it’s effect directly affects the latter’s contents and direction.
