Ameriška notranja in mednarodna dogajanja v devetdesetih letih tvorijo vnetljivo kombinacijo protislovij, ki so stopnjevala strah, jezo in občutljivost za politično diferenciacijo v ZDA ter so bila temelj za sprejetje zakona PATRIOT (kratica za Providing Appropriate Tools Required to Intercept and Obstruct Terrorism - zagotoviti ustrezna sredstva za prestrezanje in preprečevanje terorizma) leta 2001.
