The Specific goal of this thesis is to provide a strategic guide which can be used as a basis by Naval Supply Center (NSC), Oakland, California to formulate a natural disaster planning, preparedness, response and recovery program. The objective of such a aprogram is to reduce the amount of damage caused by a natural disaster, enable effective response to a disaster and facilitate recovery. The plan must be consistent with the supply center's priorities and be within budget limitations.
