Rethinking Texas Welfare Receipt and Recidivism

Abstract

In 1995, the Texas Legislature enacted H. B. 1863, which formed the basis for Texas’ waiver from existing Federal laws governing the Aid to Families with Dependent Children (AFDC) program.
