イングランドにおけるコミュニティケア、とくにソーシャルケアについての近年の改革にふれた講演である。労働党政権発足以来、政府が地域の公共サービス改善に自治体とボランタリー団体とのパートナーシップを積極的に活用していることを紹介する一方で、政府からの査察や民間からの影響によりその独自性が薄まりかねない問題点も指摘している。また、ソーシャルケアの改善には、予算増額などのさらなる支援が必要なことも論じている。This lecture is to present the recent developments in community care, especially social care, in England. It points out that the voluntary sector may be difficult to maintain their ethos by the central inspection and the influence from private sector, while the government has made active use of partnership between local authority and voluntary sector to improve the provision of local public services such as Local Strategic Partnership, since Labour Party took office.
