Abstract
"The Learning and Skills Council (LSC) shares responsibility for the planning of sixth form
provision in schools with local education authorities, governing bodies, Church authorities and
other faith groups. The Education Act 2002 gave the LSC new powers in respect of school sixth forms, enabling us to work with partners to ensure that the provision best meets the needs of young people and employers.
On many occasions it will still be appropriate for local education authorities to take the lead
role in proposing change, or for an individual school to determine its own future. In some cases, joint proposals may be made. In others, for example where the changes involve both schools and colleges, it may be appropriate for the LSC to take the lead.
