The main aim of this report was to present a plan for the discussion of the Ekoreef concept between the current operators and various stakeholder groups. Relevant stakeholder groups were proposed, the roles of the participants were defined, key questions were identified, potential strategies were reviewed and a flexible communications plan was constructed.
The findings of this sub-report are to be summarised and simplified in a main report for the Ekoreef programme
