Newcomer: guidelines for schools: criteria for designating a pupil as a newcomer and sharing good practice

Abstract

"These guidelines have been developed by the ‘Newcomer Working Group’ commissioned by the Department... They should be read in conjunction with the policy document “Every School a Good School - Supporting Newcomer Pupils” as they are intended to assist schools in implementing this policy. They will advise Principals and schools’ Boards of Governors on how to identify ‘newcomer’ (formerly known as EAL) children and document this accordingly and will also provide clarifi cation of the criteria to be applied when designating a pupil as ‘newcomer’ for additional funding support under the Common Funding Scheme." - introduction
