The work aims to analyze the dynamics of the local productive arrangement (APL) of tourism in the Lençóis Maranhenses region, in the recent context. Regarding methodological procedures, the study can be characterized as descriptive, bibliographic and quantitative. The main source of data is a field survey conducted in 2019, through the Agreement 003/2016 UFMA-SEBRAE, which aimed to gather information about the profile of businesses active in the tourism sector of the region, identify the origin of visitors, examine cooperative ties between local agents, among others. According to the analysis undertaken, it was found that the tourist production arrangement of Lençóis is still in the development phase, and that the collaborative and competitive relations between the main actors have not yet managed to overcome the stage of productive agglomeration, hindering innovation and, consequently, blocking the competitiveness of the business. In addition to not predominating the APL mentality, in the context of the tourism activity of the region, the expansion of the sector also encounters systemic difficulties, such as the lack of infrastructure, which is one of the indispensable prerequisites for the viability and consolidation of tourism activity in the long-term horizon.

Lençóis Maranhenses.O trabalho tem por objetivo analisar a dinâmica do arranjo produtivo local (APL) do turismo na região dos Lençóis Maranhenses, no contexto recente. Quanto aos procedimentos metodológicos, o estudo pode ser caracterizado como descritivo, bibliográfico e quantitativo. A principal fonte de dados é uma pesquisa de campo realizada em 2019, por intermédio do Convênio 003/2016 UFMA-SEBRAE, que teve como finalidade colher informações sobre o perfil dos negócios atuantes no setor turístico da região, identificar a procedência dos visitantes, examinar os laços cooperativos entre os agentes locais, dentre outras. De acordo com a análise empreendida, constatou-se que o arranjo produtivo turístico dos Lençóis ainda se encontra em fase de desenvolvimento, e que as relações colaborativas e competitivas entre os principais atores ainda não conseguiram ultrapassar o estágio de aglomeração produtiva, dificultando a inovação e, consequentemente, bloqueando a competitividade dos negócios. Além de não predominar a mentalidade de APL, no âmbito da atividade turística da região, a expansão do setor também esbarra em dificuldades sistêmicas, como a falta de infraestrutura, que constitui um dos pré-requisitos indispensáveis para a viabilização e consolidação da atividade turística no horizonte de longo prazo.
