Analysis of the state budget of the Czech Republic with emphasis on the expenditure side in 2020 and 2021

Abstract

Diplomová práce se zaměřuje na státní rozpočet České republiky v letech 2020 a 2021, přičemž je důraz kladen především na analýzu výdajové strany státního rozpočtu. Cílem práce je podrobně analyzovat výdaje státního rozpočtu v době, kdy se celý svět potýkal s pandemií nového typu koronaviru. Teoretická část práce popisuje základní charakteristiku státního rozpočtu, jeho hlavní funkce a zásady. Dále přináší pohled na veřejné finance očima různých ekonomických směrů. Praktická část přináší analýzu celkových výdajů státního rozpočtu se zaměřením na výdaje přímo spojené s pandemií a přibližuje také výdaje vybraných klíčových kapitol státního rozpočtu. Dále se praktická část zabývá analýzou historického plnění státního rozpočtu, analýzou platů státních zaměstnanců a vyústěním deficitního hospodaření státního rozpočtu do výrazné dynamiky státního dluhu. Hlavním poznatkem této diplomové práce je skutečnost, že téměř třetina meziročního nárůstu výdajů v analyzovaných letech vůbec nesouvisela s pandemií a tempo zadlužování České republiky je aktuálně nejvyšší v celé Evropské unii.This thesis focuses on the state budget of the Czech republic in 2020 and 2021. Emphasis is placed primarily on the analysis of the expenditure side of the state budget. The aim of this thesis is to analyze in detail the state budget expenditures at the time when the whole world was facing a pandemic of covid-19. The theoretical part describes the basic characteristics of the state budget, its main functions and principles. Also brings a view of public finance through the eyes of different economic thought. The practical part anylyzes total expenditures, expenditures related to the pandemic and expenditures of selected chapters of the state budget. Practical part deals with the analysis of historical implementation of the state budget, analysis of the state employees salaries as well as the state debt development. The main fact of this thesis is, that almost third of the year-on-year expenditures increase was not related to the pandemic at all and the pace of the Czech Republic’s debt is the highest in the entire European Union
