Rio de Janeiro, RJ, Brasil.Avalia em que medida a terceirizaçäo praticada numa refinaria do Rio de Janeiro, especialmente na área de manutençäo, pode ser compatível com uma política efetiva em segurança e saúde do trabalhador. A abordagem metodológica incluiu entrevistas individuais/coletivas, história de vida e análise documental, envolvendo sindicalistas e contratados indiretos. Ao mesmo tempo, procura-se compor a partir de várias fontes, a perspectiva gerencial no tocante a questäo. Os dados revelam uma situaçäo de intensa "fratura social" no interior da refinaria em funçäo de uma grande diferença entre as condiçöes de vida e trabaho de contratados diretos indiretos, que se expressa, inclusive, no modo duplo de abordagem da segurança. O número elevado de acidentes com contratados indiretos; a insilidade dos contratos de trabalho, que inviabiliza o acúmulo de experiência e o conhecimento profundo da geoia dos riscos; uma precária formaçäo em segurança; a burocratizaçäo de CIPAS; um sistema de segurança que näo prevê articulaçöes contratante/contratadas: métodos questionáveis de análise de acidentes, falta de autonomia dos técnicos de segurança, entre outros, parecem apontar para um modo artificial de gerenciamento de riscos. O movimento sindical petroleiro, por seu turno, busca mobilizar-se no sentido de uma luta integrada com os terceirizados (unificaçäo). No entanto, as resistências, seja da parte dos efetivos, seja dos sindicatos afetados, seja das empresas (contratante e contratadas) projetam um longo caminho para concretizaçäo dessa idéia. O modo como a terceirizaçäo está sendo implementada na refinaria parece mais próxima do padräo predatório do que do padräo flexível, apresentado na literatura gerencial como o ideal. Tal situaçäo mostra-se incompativel com uma política efetiva de segurança.In that thesis we looked for to evaluate in that measured the outsourcing practiced in a refinery of Rio de Janeiro, especially in the maintenance area, it can be compatible with an effective politics in safety and the worker's health. The methodological approach included interviews, life history and documental analysis, involving syndicalists and contracted indirect. At the same time, we tried to compose, starting from several
sources, the managerial perspective concerning subject. The data reveal a situation of intense " social " fracture inside the refinery in function of a great difference between the life conditions and direct and indirect contracted work, that it is expressed, besides, in the double way of approach of the safety. The high number of accidents with contracted indirect; the instability of the labor agreements, that makes unfeasible the
accumulation of experience and the deep knowledge of the geography of the risks; a precarious formation in safety; the bureaucratization of CIPAs; a system of safety that doesn't foresee articulations contracting party and contracted: questionable methods of analysis of accidents, lack of safety's technicians' autonomy, among other, they seem to appear for an artificial way of administration of risks.
