O artigo aborda o processo de reorganização do Sistema de Saúde brasileiro, iniciado na década de 1990. A problemática se desdobra a partir do fato ambíguo de o Estado brasileiro ter que garantir por lei cobertura universal de atendimento médico à população, em todos os níveis de assistência, porém, dentro de um contexto neoliberal de contenção de gastos públicos. O texto destaca a municipalização da saúde, a substituição do modelo assistencial curativo pelo preventivo e a participação popular como princípios norteadores do redimensionamento da saúde pública no Brasil. The issue unfolds from the ambiguous fact that the Brazilian state has to guarantee by law universal health care to the entire population, in all levels of assistance, within a neoliberal framework of public expenditure contention though.The text highlights health municipalization, the replacement of the curative health care model with the preventive one and popular participation as guiding principles for the reorganization of public health in Brazil.
