When the Scientific Research Council Bill was introduced in Parliament back in April 1945 the Council that was to be created from Act 33 of 1945 with the same name was presented as an institution with a very broad agenda. Not only would it conduct, coordinate and popularise research into the use and beneficiation of the country’s resources in service of the nation, butalso train young researchers, assist in elevating South Africa onto the world stage through highlevel research, provide government with credible information and, in doing all of these activities, contribute to the promotion of “peace and happiness” (sic) throughout the world

Oor die volgende sestig jaar is dit bewys dat dievoormalige Wetenskaplike Navorsings- enNywerheidsraad (WNNR), tans bekend as dieCSIR; gestig in die nadraai van die TweedeWêreldoorlog; ’n wyse belegging was. Heelgepas sou daar dan ook met die aanbreek vandie demokratiese bestel in 1994 op die CSIR ’nberoep gedoen word om hierdie produktiewegeskiedenis in diens van die toekoms aan tewend. Dit het dan ook plaasgevind in ’n verskei-denheid van maniere, waarin die Eenheidgefokus op die interaksie tussen die samelew-ing, ekologie, infrastruktuur en ruimte, Boutek,en sy opvolger in titel, die Eenheid vir die BouOmgewing, ’n uitnemende rol gespeel het.Vir meer as ’n dekade het hierdie entiteit, veraldeur die “Planning Support Systems (PSS) Unit”,’n leidinggewende rol gespeel en bydraegemaak in die daarstelling van die geïnte-greerde, inter-owerheids ontwikkelingsbeplan-ningsmodel in die post-apartheid Suid Afrika.Bydraes het gewissel vanaf die makro-perspek-tief en betrokkenheid in infrastruktuurbeplan-ning, ondersteunend tot die NEPAD-inisiatief endie opdatering van die Nasionale RuimtelikeOntwikkelingsperspektief (NSDP), tot die opstelvan meganismes en kernkomponente van dieplaaslike munisipale GeïntegreerdeOntwikkelingsplan (IDP). In terme van die visiehet die fokus op ’n verskeidenheid van aspektegeval, wat onder andere handleidings vir prak-tisyns, die ontwikkeling van opleidingsmateriaal,kapasiteitsbou, ruimtelike analises en modelle-ring, die ontwikkeling van besluitnemingsonder-steuning stelsels, as ook die bestuur vangrootskaalse toets en ondersteuningsprojekte.Dit het gelei tot die ontwikkeling van ’n sentrumvan kennis en ervaring wat ’n nasionale, indiennie ’n kontinentale bate is.Die artikels in hierdie spesiale uitgawe van diejoernaal, tesame met twee van die artikels indie vorige uitgawe van die joernaal (naamlikdie van dr Sharon Biermann en ChristelleBeyers), het ten doel om ’n kort oorsig te geevan die werk wat in die “Planning SupportSystems Unit”, asook deur die eenheid sesamewerking met navorsers van susterinstellings, geskep is vir en as gevolg van die dryfom die land te red uit die kloue van onderont-wikkeling. And, with the advent of a newdemocratic order in 1994, it would be calledupon to put this productive history in service ofthe future. This it did in a number of ways, withits unit focused on the interplay of society, ecol-ogy, infrastructure and space, Boutek, and itsfollower in title, the Built Environment Division,playing an exemplary role.For more than a decade this entity, especiallythrough the Planning Support Systems (PSS)Unit, has been a major initiator in, and contribu-tor to the unfolding, integrated, intergovern-mental development planning model as it hasmanifested itself in post-apartheid South Africa.Contributions have ranged from the macroperspective through involvement in infrastruc-ture planning in support of the NEPAD-initiativeand the preparation and review of theNational Spatial Development Perspective(NSDP), to crafting the mechanics and keycomponents of the local, municipal IntegratedDevelopment Plan (IDP). In terms of scope thefocus has fallen on a variety of aspects andareas, including manuals for practitioners, thedevelopment of training material, capacitybuilding, spatial analyses and modelling, thedevelopment of decision-support systems andthe management of large pilot and supportprojects. This has culminated in a body ofknowledge and expertise that is nothing shortof a national, if not a continental asset.The articles in this special edition of the journal,as well as two articles in the previous journal(those by Dr Sharon Biermann and ChristelleBeyers), celebrate and provide a peek intosome of the work done by the Planning SupportSystems Unit, as well as the result of the Unit’scollaborations with researchers in some of its sis-ter institutions. The purpose is to contributetowards the growing body of knowledge anddebate in integrated planning and relatedfields in South Africa, and to share some ofwhat the Unit and other researchers are pro-ducing on, for and as a result of the drive tofree this country from the insidious fangs ofunderdevelopment.
