Rapporten har til formål at undersøge og analysere effekterne af den igangværende udflytning af statslige arbejdspladser til Esbjerg, Sønderborg og Vejle Kommune. Effekterne er undersøgt på baggrund af tre fokusområder i kommunerne; erhvervsliv, uddannelse og kultur. Yderligere ønsker rapporten at undersøge, hvilken indflydelse kommunerne kan få gennem initiativer som tilflytterservice, der har til formål at hjælpe tilflyttere i beslutningsfasen såvel som efter udflytningen.For at analysere de positive såvel som negative effekter, har vi anvendt forskellig teori og empirisk data. Undersøgelsen er baseret på analytiske forventninger, der er udarbejdet på baggrund af Gunnar Myrdals teori om det selvforstærkende samspil. Teorien om klyngedannelse i samfund anvendes til at analysere potentialet for clusters i modtagerkommunerne. Endeligt undersøges forskellene på decentralisering og dekoncentration i relation til den igangværende udflytning, da dette er nødvendigt for at kontekstualisere problemstillingen.Projektet har fundet, at de faktorer, hvor kommunerne ikke har indflydelse, særligt antallet af udflyttede arbejdspladser, er nøglefaktorer for hvorvidt effekterne vil have en mærkbar indflydelse i kommunerne. Effekterne af udflytningen vil primært ses og mærkes i de kommuner, hvor udflytningen er af større, og dermed bemærkelsesværdig, størrelse. Det bør dog bemærkes, at analysen ligeledes afdækker betydningen af kommunernes aktive deltagelse og initiativer til at engagere tilflyttere. Disse har vist sig at være essentielle faktorer til at afgøre, hvorvidt effekterne af udflytningen vil være positive på erhvervs- og kulturlivet såvel som uddannelsesområdet. The purpose of this study is to examine and analyze the effects of the current deconcentration of governmental jobs to Esbjerg, Sønderborg and Vejle municipality. The effects are examined through focus areas being the municipalities cultural life, labor markets and educational sectors. Furthermore it seeks to research what influence the municipalities can acquire through initiatives such as newcomer service - an initiative which aims to welcome and help newcomers in the decision phase as well as subsequently.  To analyze the positive as well as negative effects on the municipalities following the deconcentration, a various selection of theory and empirical data has been included. The study is based on analytical expectations, which have been developed on the basis of Gunnar Myrdal’s theory regarding circulative cumulative causation. The theory on cluster based societies is used to analyze the potential of clusters in the municipalities where jobs will be deconcentrated to. Finally the differences between a deconcentration and decentralization is examined in relation to the current employment deconcentration.The study has found that the factors which the municipality has no influence on, such as amount of deconcentrated jobs, are key factors to whether the effects will have a perceptible influence. The effects of the employment deconcentration will mostly be seen and felt in the municipalities where the deconcentration is of a bigger, and therefore noticeable, size. However, the analysis has also clearly discovered the importance of the municipalities participation and active initiatives to engage the newcomers. These have shown to be key factors as to whether the deconcentration will have positive effects on the municipalities labor market, cultural life and educational sector. <br/
