Coverage and framing of initiative for 13th Saeima dismissal by LR1

Saeimas atlaišanas iniciatīvu atspoguļojums un rāmējums Latvijas Radio 1”. Mērķis ir noteikt, vai LR1 kā sabiedriskais medijs, ir sociāli atbildīgs, atspoguļojot jautājumu par 13. Saeimas atlaišanas iniciatīvu. Ņemot vērā, ka sabiedriskā medija funkcijas ir atvasinātas no normatīvās mediju teorijas, teorētiskajā daļā tiek apskatīts, kā medijiem vajadzētu strādāt, to uzdevumus iekļaujot “atbildības lomā” un sabiedrības interešu kontekstā. Sekojoši pēc tā tiek veidota teorētiska izpratne par dienaskārtības un rāmējuma teorijām, jo empīriskajā daļā raidījumi tiek pētīti ar iepriekš noteiktiem kritērijiem, kas izveidoti, balstoties uz dienaskārtības un rāmējuma teorijās iegūtajām atziņām. Izlasi veido visi LR1 raidījumi, kas sevī ietver 13. Saeimas atlaišanas iniciatīvas jautājumu. Datu iegūšanai izmantota secīgi jauktā pētījuma stratēģija – vispirms kontentanalīze un pēc tam sarunu analīze. Rezultātos abas metodes ir sapludinātas. Tiek secināts, ka pētāmais jautājums LR1 dienaskārtībā bijis nozīmīgs no 2019. gada 1.novembra līdz tā paša gada 31. decembrim, kas vērtējams ar tā laika notikumu aktualitāti politiskajā un sabiedriskajā dienaskārtībā. Tiek konstatēta pētāmā jautājuma tematiska nelīdzsvarotība un avotu dažādības trūkums. Kopumā 13. Saeimas atlaišanas jautājuma atspoguļojumā LR1 pielietojis pastiprinātu aizdomu rāmējumu, akcentējot labuma guvējus un to savtīgās intereses. Tāpat atklāta raidījumu vadītāju neprofesionalitāte, veidojot pamudinājuma rāmējumu jeb attīstot sarunu jau noteiktos virzienos. Līdz ar to, darbā tiek izstrādāti priekšlikumi sabiedrisko mediju prakses uzlabošanai, kuros iekļauts tas, lai žurnālisti būtu neitrālāki un neizrādītu personīgo attieksmi, kā arī lai par sabiedrībā aktuāliem jautājumiem tiktu sniegta daudzveidīgāka informācija gan tematiskā, gan avotu kontekstā.The title of the bachelor's thesis is “Coverage and framing of initiative for 13th Saeima dismissal by Latvian Radio 1”. The aim is to determine whether LR1 as a public medium, is socially responsible, reflecting the issue of the initiative to dismiss the 13th Saeima. Given that the functions of social media are derived from normative media theory, the theoretical part looks at how the media should work, including their tasks in a “role of responsibility” and in the context of the public interest. Consequently, a theoretical understanding of the theories of agenda setting and framing is formed, because in the empirical part the programs are studied with pre-defined criteria, which are created on the basis of the findings obtained in the theories of agenda setting and framing. Chosen selection consists of all LR1 programs, which include the issues of the 13th Saeima dismissal initiative. A sequential mixed research strategy was used to obtain the data - first content analysis and then conversation analysis. In the results, the two methods are merged. It is concluded that the researched issue was important in the agenda setting of LR1 from November 1, 2019 to December 31 of the same year, which can be assessed by the topicality of the events of that time in the political and public agenda setting. The thematic imbalance of the research question and the lack of diversity of sources are identified. In general, in the reflection on the issue of dismissal of the 13th Saeima, LR1 has used an enhanced framework of suspicions, emphasizing the beneficiaries and their selfish interests. The unprofessionalism of the presenters was also revealed, creating a frame of encouragement or developing the conversation in certain directions. Consequently, the work develops proposals for the improvement of public media practice, which includes the fact that journalists are more neutral and do not show personal attitude, as well as that more diverse information on topical issues in society is provided both in the thematic and source context
