According to preliminary studies based on significant amounts of fluoride in some natural sources such as fenugreek seeds (Trigonella foenum-graecum L.) and propolis, the aim of this study was the formulation and physicochemical control of mouthwash containing the extract of these two nanoemulsions. Can be used in fluoride therapy. Methods: After preparation of ethanolic extract of fenugreek and propolis seeds, by hot massage method, nanoemulsion of the two was prepared in a ratio of (2: 1) using the surfactants Tween 80 and Span 80. The physical properties of the nanoemulsions, pH test, and temperature stability of the formulation were investigated at three temperatures: room, refrigerator, and oven. Formulation release was determined using the concentration-absorption curve of the extracts of the two samples and the particle size distribution was determined using the particle size test. Results: The extraction rates of fenugreek and propolis were 12.5% and 13.8%, respectively. The formulation prepared between HLBs 8 to 14, HLB = 12, had the most stable refrigeration conditions, no phase separation and a lighter colour. 90% of nanoparticles have a size below 142 nm. Conclusion: According to the obtained results, the final formulation has good stability characteristics and quality control and it is suggested that due to the non-toxicity of this formulation, its clinical examination be performed.
