Terms of institutional foster care greatly reduce the possibility of the positive development of children and young people towards attaining maturity in the field of socially responsible behavior. Developmental disorders and emotional problems are major barriers of development of positive charges of institutional foster care pupils. These facts pose a challenge to modern theoretical psychology and practical psychologists. The article presents items related with following issues: the specificity of socio-moral development of institutional foster care pupils, the consequences of the placement and the development of citizenship in the area of psychology task of creating awareness in pupils outlets, the importance of constructing psychological assistance methods specially designed for pupils care facilities – future citizens with special needs
