Individual food demand and children nutritional status: the Bolsa Família program influence

Abstract

Este estudo analisou o efeito do Programa Bolsa Família (PBF) sobre o estado nutricional e aquisição individual de alimentos, para crianças em situação de pobreza. Para tanto, com os dados da POF/IBGE, estimou-se um modelo que identifica a aquisição individual de calorias, por meio da aquisição agregada domiciliar, seguido pela estimação de uma função de produção de saúde infantil, por regressões quantílicas, que verifica o efeito de um conjunto de variáveis, incluindo a aquisição calórica e a participação no PBF, sobre a distribuição do indicador de estado nutricional utilizado (IMC), e por fim, um sistema de demanda para alimentação infantil, que permitiu a obtenção de variações nas quantidades de alimentos alocadas para crianças, dada a participação no programa. De forma geral, a análise proposta foi importante para entender como intervenções políticas específicas podem contribuir para incentivar hábitos saudáveis, dando atenção aos seus impactos sobre indivíduos vulneráveis.This study proposes to analyze the effect of the Bolsa Família Program (PBF) on the nutritional status and individual acquisition of food for poor children. With data from the POF/IBGE, we estimated a model that identifies the individual acquisition of calories through aggregate household acquisition, followed by the estimation of a child health production function, by quantile regressions, which verifies the effect of a set of variables, including the caloric acquisition and participation in the PBF, on the distribution of the nutritional status indicator used (BMI), and finally, a food demand system, which allows obtaining variations in the quantities of food allocated to children, given the program’s participation. In general, the proposed analysis was important to understand how specific policy interventions can contribute to encouraging healthy habits, with attention to their impacts on vulnerable individuals
