Дороги – следствие этой беды.Управляющие муниципальные умы пользуются избирательным проектным мышле-нием: дом построить без проекта нельзя, а город, несмотря на наличие Генерального плана, ими воспринимается апостериори. Транспортную инфраструктуру города доводят до паралича и только потом начинают искать выход (пока гром не грянет, мужик не перекрестится) – и опять же не проектным путем, а волевым.Для профессионального транспортника очевидно, что приоритетным выступает не увеличение полос движения по главным магистралям города, а организация по ним нерегулируемого, непрерывного движения, что достигается созданием раз-вязок в разных уровнях. Но мы сначала расширим проезжие части – и когда при этом «пробки» не рассосутся, только тогда приступим к строительству развязок. C аэропортом ум за разум заходит: одна власть реконструирует существую-щий, другая его выносит за город – и обе правы. Железная дорога только ничего не делает, если не считать делом обещания вынести транзит за пре-делы города. Municipal authorities exercise selective design thinking: it is impossible to build a house without a project, but the city, regardless of its available master plan, is perceived by them a posteriori. They bring the city transport infrastructure to paralysis, and only afterwards they start searching for the way out (it is easy to be wise after the event), again not by project means, but by volition. It is obvious for a professional transport officer that a matter of priority is not to increase city highway lanes, but to organize an uncontrolled continuous traffic along them. It could be achieved by creating fly-over junctions. But they think first one should enlarge roadways, and when traffic jams never disappear as a result, one shall start building the road junctions.The airport concerns may make us crazy: one power reconstructs the existing airport, the other carries it out of the city, and both powers are right. Only the railway authority is busy with nothing, if not to consider a business their promise to carry the transit out of the city.
