(I) History, This Committee was established pursuant to Concurrent Resolu-tion S. 197 (1963) of the General Assembly, with instructions to report at the 1964 term. The following were appointed to the Committee and now constitute its membership: Members of the Senate, appointed by the President: Hon. Charles C. Moore, Spartanburg Hon. Frank L. The Committee has held a number of meetings. Representative College and High School administrators were invited to express their views. Holler, Director Division of Instruction, State Board of Education. The Committee set aside one of its meetings for a public hearing and publicized the meeting. Mr. Charles N. Plowden of Summerton appeared in response to the Committee's invitation. (II) Scope of the Committee's Work. In all of its hearings and deliberations, the Committee has en-deavored to keep in mind that its assignment is a comparatively narrow one, namely, to investigate the need and feasibility of estab-lishing a closer working relationship between the colleges and high schools of the State, and to determine how this objective might best be realized. Consequently, this Committee is taking no position with reference to a number of acute problems besetting the colleges and high schools, many of which were discussed by those who appeared before the Committee, for the sole reason that the Committee considered them outside the scope of its duties. In the course of its hearings, the Committee sensed a feeling on the part of some of the high school adminstrators that the Committee was critical of them. It has not been the purpose of the Committee to fix blame on anyone, but only to determine, if possible, how the ad-mittedly wide gap between college and high school can be better bridged for the young people involved in the educational process in South Carolina. (III) Recommendations. After extensive and careful study this Committee finds that a liaison between the colleges and high schools of South Carolina ap-pears imminently feasible. It therefore submits the following recom-mendations: (A) That a Liaison Committee of five be set up immediately with a chairman and four coordinating chairmen; two to be chosen from the colleges-one from the Independent and one from the State col-leges-and two from the high schools-one from small and one from the large high schools. It is recommended that the chairmen and the two college members be chosen by the Governor and the two high school members be chosen by the State Board of Education. It is fur-ther recommended that the Chairman be chosen from the college level. .. • 4 · (B) That the five-member Liaison Committee appoint three State Area Committees ( one each fo r upper, middle, and lower state) of four members each; one for smaller and one for larger high schools; and one for Independent and one for State colleges, making a twelve-member total for all. ( C) That to do an expedient, effective study for facilitating the reduction of, or if possible the elimination of existing gaps between the Colleges and High Schools, members of the Area Committees should confer in their respective areas with the college presidents, deans and chairmen of Liberal Arts departments and whatever other majors or special courses the colleges offer freshmen. A comparable set up should be devised with high school superintendents, principals, chairmen of departments and counselors-all findings to be reported to the Liaison Committee of five for its study and action. ( D) That summer workshops be set up in each of the three State areas to facilitate a clearer comprehension of the college program; its policies, requirements; obligations to the public and to the in-dividual student; and also its pressures, professional and economic. The members of the workshops should discuss together methods and procedures for implementing and promoting a continuing program and a fl exible curriculum for meeting the needs of the high school student and the college freshman who experience the gap. ( 1) That the entire workshop program be conducted on a con-structive basis for making available useful and practical information to aid in strengthening the State's education program in such a way that it will in turn aid in bridging the existing gap between many of the high school graduates seeking a college education and the freshmen failures in college. (2) That the workshop be conducted by South Carolina educators and instructors best acquainted with the problem. (E) That for general information, and perhaps some recommenda-tions if requested, teaching-texts be reviewed by educators qualified in the texts' field of study, within the colleges and high schools them-selves, to insure the tinieliness of the text for presenting the quality of instruction compatible with the State's program for improving educational standards to remove existing gaps and encourage the student to stay in school and pursue his education for future useful-ness in a career of his potential and choice.
