The United States Environmental Protection Agency (EPA) requires the Minnesota Pollution Control Agency (MPCA) to carry out the Total Maximum Daily Load (TMDL) Program within the state of Minnesota.  Minnesota has already assessed many lakes and river reaches, and the majority of these assessed water bodies require a TMDL study.  In an effort to expedite the completion of TMDL projects, the MPCA has decided to construct watershed models. These models have the potential to support the simultaneous development of TMDL studies for multiple listings within a Hydrologic Unit Code 8-digit (HUC 8) watershed.  These models also have the potential to facilitate the permitting of regulated point source discharges, pollutant trading, and compliance testing for impending river nutrient criteria.  The MPCA has identified the Hydrological Simulation Program FORTRAN as a model that can effectively and efficiently support its programmatic needs.The MPCA has responsibilities in the regulation of non-point source and, more explicitly, in the permitting of point source facilities.  Presently, the reissuance of any point source permit must consider the impacts of that facility on any downstream reach listed as impaired.  Although the state of Minnesota has an aggressive and innovative flow and pollutant load monitoring program, water quality data has often been a limitation during the permit review process.  Continuous HSPF simulation output has been used to supplement the observed water quality data and allowed permit writers to make more informed decisions regarding point source impacts on downstream phosphorus and dissolved oxygen concentrations.  HSPF models have also supported watershed wide trading in the Minnesota River Basin.  The capability of HSPF to simulate the in-stream cycling of nutrients in rivers of different dimensions has supported an analysis of the fate and transport of oxygen demand and the impact on downstream dissolved oxygen concentrations.  Analysis of multiple HSPF scenario output led to the development of geographic discount factors which are used to develop a trading ratio between two facilities in different locations within the basin.  This has led to the successful implementation of point-point and well as point-nonpoint trades.  Output from HSPF models has been used to support the development of many TMDLs in Minnesota, including dissolved oxygen and turbidity impairments on the mainstemMinnesota River and its tributaries.  We are currently using HSPF output to support the development of Municipal Separate Storm Sewer Systems (MS4) permits.  In addition, HSPF model output has been used to support Stressor Identification work as well as work to prioritize subwatersheds for implementation adoption.  We fully expect to have in-stream nitrate and phosphorus standards in the near future.   HSPF output will be useful in supplementing observed data for compliance testing.The MPCA has the following Business Needs for building models:1. Conventional Parameter TMDLs2.
