Entre arengas y paros : acciones por la defensa del territorio. Acciones colectivas de las y los habitantes del municipio de Guatapé en torno a la construcción del Proyecto Nare, entre los años 1960 y 1980

Abstract

RESUMEN: Muchos son los territorios colombianos que han tenido que atravesar por grandes coyunturas que han transformado, afectado e impactado la cultura, economía, suelos y actividades tradicionales de todo un pueblo. Este es el caso del municipio de Guatapé quien vivió por casi dos décadas la construcción del Proyecto Nare, la gran construcción, el megaproyecto hidroeléctrico de la época liderado por las Empresas Públicas de Medellín. En medio de este, grandes luchas se libraron por los pobladores y campesinos guatapenses como una forma de protesta, denuncia, reivindicación y defensa de su territorio. Por la relevancia del movimiento en el ámbito nacional y regional, por la permanencia en el tiempo -20 años de movimiento social- y por todos sus logros, entre ellos, la revisión y creación de leyes de protección ambiental y control para la construcción de hidroeléctricas, es que esta investigación se enfocó en las acciones colectivas realizadas en el municipio de Guatapé entre los años 1960 a 1980; estas fueron contadas por líderes del movimiento y personas cercanas al tema por sus producciones académicas; se acompañaron del rastreo bibliográfico, la revisión de prensa y la entrevista no estructurada a profundidad como técnicas de recolección y generación de información, y además fueron leídas desde el enfoque cualitativo, el paradigma comprensivo- interpretativo y desde la etnometodología como modalidad investigativa.ABSTRACT: Many Colombian territories have had to go through major junctures that have transformed, affected and impacted the culture, economy, soil and traditional activities of a whole people. This is the case of the municipality of Guatapé, who lived for nearly two decades the construction of the Nare Project, the large construction, the hydroelectric megaproject of the time led by the Public Companies of Medellin. In the middle of this, great struggles were fought by the guatapenses settlers and peasants as a form of protest, denunciation, vindication and defense of their territory. Due to the relevance of the movement at national and regional level, due to the permanence in time -20 years of social movement- and all its achievements, among them, the revision and creation of environmental protection and control laws for the construction of hydroelectric plants , is that this research focused on collective actions carried out in the municipality of Guatapé between the years 1960 to1980; these were counted by leaders of the movement and people close to the theme for their academic productions; were accompanied by bibliographical tracing, press review and the unstructured interview in depth as data collection and generation techniques, and were also read from the qualitative approach, the comprehensive-interpretive paradigm and from ethnomethodology as an investigative modality
