Looking into one of these activities, more precisely the exploitation of both non and living resources, it becomes apparent the level of technological development, critical mass and multidisciplinary approach that it requires. There is a sizeable investment to be made in this and other maritime areas, although the associated risk is still substantial.
Portugal's maritime policies, as well as Europe's, play a crucial role in guaranteeing these investments, and there are signs of an increase in research and its efficiency. However, it's also evident that there are flaws and deficiencies that must be addressed in order to take full advantage of new strategies
