The study originates in the interest in whether Vietnam could continue its changes of system via economic reform, and whether the economic reform could affect the reform of the political system. Although the departments reorganizations occur very often, there is not much known about the changes occur in intra-organizational structure. This research has been performed in order to supplement this fact. The researchs ultimate purpose is deciding the government reorganization, which occurs regularly as the government changes, is fitting to the purpose of reorganization rather than just simple integration. The discovery of government reorganization from the Young-sam Kim administration to the Myung-Bak Lee administration, is following example. First, the government reorganization sets the goal of the elimination of sectionalism, the unity among ministries functions, and the efficiency of operating organization. However, through the government reorganization process, there have been similar occurrences of simple integrations in most cases. Before reorganization, there have been rare occurrences of exchanges among office-bureau and divisions belong to different ministries. This means the only effect that can be discovered is elimination of the repeated support organization. Therefore, I can discover the lack of the Institutional Congruence through the disagreement of the suggested goal and intra-organizational structure. Second, there have been occurrence of unification on office-bureau level and convergence on divisional level in related field (ex. IT Technology+ Industry), similar industry(ex. Agriculture + seafood) and same policy field(ex. the Ocean). It means in future, there should be analysis of total possibilities of the function of ministries prior to implication of reorganization of government. Third, time does not have a big meaning in frequent government reorganization. The bureaucrats know the possibilities of the unification, division, and transfer of ministry organization that occur every 5 years, they maintain the exclusive domain centered by core function of the ministry. Therefore, even time goes as the unification status, they refuse to unify and exchange with other function. Through the descriptive analysis so far, we can suggest following implications. First, the evaluation of analysis of office-bureau level and division level can be varied due to government reform or government reorganization. I might miss the side effect of simple integration among ministries if I evaluate the government reform and government reorganization through the whole size of organization and the rated capacity. If there is not an exchange among ministries and functions, then government reorganization is just a symbolic meaning contains side effect. Second, in Korean government reorganization, most people have experienced the occurrence of simple integration. This part means the purpose and reality of the government reorganization is short of containing institutional Congruence. Therefore, in case of need, there should be the partial functional adjustment among the ministries. Big reorganization of government should require careful analysis that contains advantage and disadvantage, and impetuous reorganization of government might cost in a big way for both bureaucrats and the whole nation. This is not systematically discussed yet, despite the growing interest in flexibility as an organizational survival strategy responding to rapid societal changes. In particular, the government organizations seem to have a closed characteristic while being open to the external environment, with a steady demand for strengthening flexible government personnel management. There is an absence of systematic discussion to explain flexible human resource management, along with the means to achieve it. Accordingly, the primary purpose of this study was to define flexible personnel management and present its sub-dimensions. In addition, based on Korean central administrative agencies, the status of Korean governmentโ€™s personnel management flexibility was also presented. This formulated the studyโ€™s aim to lay the foundation for research on personnel management flexibility, by empirically examining the effect of flexibility in personnel management on government organizational performance. First, this study defined the concept of flexibility in government personnel management, based on the perspective of strategic human resource management. This was followed by the presentation of sub-dimensions of managerial flexibility (position management, work) and technical flexibility (recruitment, education). Detailed observations of the Korean central administrative agencies helped examine their current status. According to the results of measuring flexibility in personnel management, the Korean central administrative agencies steadily strengthened overall personnel management flexibility, yet the level of the sub-dimensions differed depending on the organization. Interviews with central administrative agency officials explained the varying levels of flexibility, depending on characteristics of the level, type of work, organizational structure, and scale of each organization. An empirical analysis of how flexibility in personnel management can affect government organizational performance was conducted, and the results showed that the position management flexibility of managerial flexibility had a negative effect, and the work flexibility did not have a statistically significant effect. Educational and technical flexibility had a negative effect on organizational performance, while recruitment flexibility had a positive effect on organizational performance. This unexpected result indicates that each personnel management system affects the organization differently, compared to its intended direction. A practical and persuasive interpretation was developed by combining theoretical discussion and interviews with officials of central administrative agencies to present the limitations and scope of improvement of the current personnel management flexibility. This study attempted to lay the foundation of research for the definition-measurement-empirical analysis of personnel management flexibility. Previously, the concept of flexibility had an ambiguous and abstract declaration, which was systematically defined here by applying it to government personnel management. This studyโ€™s novelty lies in its expansion of the theoretical field that remains untested by previous studies. The discussion of analyzing the actual situation, presented by measuring the defined concept of personnel management flexibility in Korean central administrative agencies will be the basis for various future empirical studies on flexible personnel management. Finally, the empirical analysis of the relationship between flexibility in personnel management and government organizational performance identified the limitations of current personnel management flexibility, presenting the steps for improvement through a three-dimensional analysis combining theoretical and practical discussions. The anti-corruption measure evaluation is one of the integrity assessment systems operated by the Anti-Corruption and Civil Rights Commission along with the integrity assessment. The two evaluation systems include the participation of citizen customers in evaluation, which goes beyond investigating the level of corruption and includes evaluating public institutions' perceptions. The anti-corruption measure evaluation comprises the integrity policy process of the Anti-Corruption and Civil Rights Commission along with the integrity assessment. Integrity assessment is the result of a survey of integrity level at the time of evaluation, and anti-corruption measure evaluation is an evaluation of efforts to improve integrity level. In this respect, the anti-corruption policy assessment can be seen as a process assessment. It tells how to increase the level of integrity and evaluates the level of practice. If public enterprises follow the measures well, they will be well evaluated and public enterprisesโ€™ integrity level will increase, they will be highly evaluated. This study selected the organizational resources of 36 public enterprises as of 2021 as an independent variable. In particular, the study focused on the concept of policy acceptability for public enterprises, which are dependent variables. The findings of the study suggest that the background of the head of an organization may influence policy acceptability. In addition, this result supports the results of a prior study that organizational resources will have a positive impact on operational performance. As an empirical study, the study applied the argument that the more organizational resources, the higher the operational performance, to public enterprises. On the other hand, the positive impact of the audit's expertise on policy acceptability was not identified. The expertise of auditors had no significant impact, and the ethics of auditors had a negative impact. It is possible to consider the possibility that anti-corruption measure may have caused negative perceptions among members of the organization. Further discussion is needed through follow-up research. In addition, the study assumed that wages were a reward for policy acceptance. However, the analysis did not support the claim that wages could be a reward for policy acceptance. Public institutions are not allowed to compensate differently depending on performance. As a result, wages are difficult to act as incentives in public institutions.
