    The National Institute for Clinical Excellence (NICE) offers health professionals in England and Wales advice on providing NHS patients with the highest attainable standards of care. NICE gives guidance on individual health technologies, the management of specific conditions, and the safety and efficacy of interventional diagnostic and therapeutic procedures. Guidance is based on the best available evidence. The evidence may not, however, be very good and is rarely complete. Those responsible for formulating the NICE’s advice therefore have to make judgments both about what is good and bad in the available science (scientific value judgments) and about what is good for society (social value judgments). In this article we focus on the scientific and social judgments forming the crux of the institute’s assessment of cost effectiveness.     This chapter examines economists’ indefensible attachment to the positive-normative distinction, and suggests a behavioral economics explanation of their behavior on the subject. It reviews the origins of the distinction in Hume’s guillotine and logical positivism, and shows how they form the basis for Robbins’ understanding of value neutrality. It connects philosophers’ rejection of logical positivism to their rejection of the positive-normative distinction, explains and modifies Putnam’s view of fact-value entanglement, and identifies four main ethical value judgments that contemporary economists employ.     This paper argues that Robbins’ famous definition of economics was of “economic science” which he saw as only a narrow branch of the field of economics. The field of economics included both economic science—which his definition dealt with, and political economy--which his essay did not deal with. His prescriptive message was that policy belonged in the “political economy” branch of economics. He believed that while the science of economics should avoid value judgments as much as possible, the political economy (applied policy) branch of economics should, and must, include value judgments.     Moral nihilism and its implications

    Philosophers have identified a number of principles that characterize morality and underlie moral judgments. However, philosophy has failed to establish any widely agreed-upon justification for these judgments, and an “error theory” that views moral judgments as without justification has not been successfully refuted. Evolutionary psychologists have had success in explaining the likely origins and mechanisms of morality but have also not established any justification for adopting particular values. As a result, we are left with moral nihilism -- the absence of any unarguable values or behaviors we must or should adopt. The philosophical and psychological implications of this nihilism suggest accepting shared, non-absolute values as “good enough”; a revised, humbler view of moral and other value judgments; and the possible acceptance of the hard truth of a value nihilism

    Aesthetic Internalism and two Normative Puzzles

    One of the most discussed views in metaethics is Moral Internalism, according to which there is a conceptually necessary connection between moral judgments and motivation to act. Moral Internalism is regarded to yield the prime argument against Moral Cognitivism and for Moral Non-Cognitivism. In this paper, I investigate the significance of the corresponding claim in metaaesthetics. I pursue two lines of argument. First, I argue that Aesthetic Internalism – the view that there is a conceptually necessary connection between aesthetic value judgments and motivation to act – is mistaken. It follows, I maintain, that the most important argument against Aesthetic Cognitivism, and for Aesthetic Non-Cognitivism, is flawed, and that the latter view presumably is incorrect. Second, I argue that considerations with regard to Aesthetic Internalism give rise to two normative puzzles with relevance for the normative domain in general. The most plausible solution to these puzzles entails, I maintain, that we need to revise the established view about normative judgments. Moreover, I propose a novel externalist account of aesthetic value judgments

    In this Introduction we introduce the central themes of the Evaluative Perception volume. After identifying historical and recent contemporary work on this topic, we discuss some central questions under three headings: (1) Questions about the Existence and Nature of Evaluative Perception: Are there perceptual experiences of values? If so, what is their nature? Are experiences of values sui generis? Are values necessary for certain kinds of experience? (2) Questions about the Epistemology of Evaluative Perception: Can evaluative experiences ever justify evaluative judgments? Are experiences of values necessary for certain kinds of justified evaluative judgments? (3) Questions about Value Theory and Evaluative Perception: Is the existence of evaluative experience supported or undermined by particular views in value theory?     New Horizons for a Theory of Epistemic Modals

    ABSTRACTRecent debate over the semantics and pragmatics of epistemic modals has focused on intuitions about cross-contextual truth-value assessments. In this paper, we advocate a different approach to evaluating theories of epistemic modals. Our strategy focuses on judgments of the incompatibility of two different epistemic possibility claims, or two different truth value assessments of a single epistemic possibility claim. We subject the predictions of existing theories to empirical scrutiny, and argue that existing contextualist and relativist theories are unable to account for the full pattern of observed judgments. As a way of illustrating the theoretical upshot of these results, we conclude by developing a novel theory of epistemic modals that is able to predict the results

    When is a crowd wise?

    Numerous studies and anecdotes demonstrate the "wisdom of the crowd," the surprising accuracy of a group's aggregated judgments. Less is known, however, about the generality of crowd wisdom. For example, are crowds wise even if their members have systematic judgmental biases, or can influence each other before members render their judgments? If so, are there situations in which we can expect a crowd to be less accurate than skilled individuals? We provide a precise but general definition of crowd wisdom: A crowd is wise if a linear aggregate, for example a mean, of its members' judgments is closer to the target value than a randomly, but not necessarily uniformly, sampled member of the crowd. Building on this definition, we develop a theoretical framework for examining, a priori, when and to what degree a crowd will be wise. We systematically investigate the boundary conditions for crowd wisdom within this framework and determine conditions under which the accuracy advantage for crowds is maximized. Our results demonstrate that crowd wisdom is highly robust: Even if judgments are biased and correlated, one would need to nearly deterministically select only a highly skilled judge before an individual's judgment could be expected to be more accurate than a simple averaging of the crowd. Our results also provide an accuracy rationale behind the need for diversity of judgments among group members. Contrary to folk explanations of crowd wisdom which hold that judgments should ideally be independent so that errors cancel out, we find that crowd wisdom is maximized when judgments systematically differ as much as possible. We re-analyze data from two published studies that confirm our theoretical results

    Memory model of information transmitted in absolute judgment

    Purpose – The purpose of this paper is to examine the popular “information transmitted” interpretation of absolute judgments, and to provide an alternative interpretation if one is needed. Design/methodology/approach – The psychologists Garner and Hake and their successors used Shannon’s Information Theory to quantify information transmitted in absolute judgments of sensory stimuli. Here, information theory is briefly reviewed, followed by a description of the absolute judgment experiment, and its information theory analysis. Empirical channel capacities are scrutinized. A remarkable coincidence, the similarity of maximum information transmitted to human memory capacity, is described. Over 60 representative psychology papers on “information transmitted” are inspected for evidence of memory involvement in absolute judgment. Finally, memory is conceptually integrated into absolute judgment through a novel qualitative model that correctly predicts how judgments change with increase in the number of judged stimuli. Findings – Garner and Hake gave conflicting accounts of how absolute judgments represent information transmission. Further, “channel capacity” is an illusion caused by sampling bias and wishful thinking; information transmitted actually peaks and then declines, the peak coinciding with memory capacity. Absolute judgments themselves have numerous idiosyncracies that are incompatible with a Shannon general communication system but which clearly imply memory dependence. Research limitations/implications – Memory capacity limits the correctness of absolute judgments. Memory capacity is already well measured by other means, making redundant the informational analysis of absolute judgments. Originality/value – This paper presents a long-overdue comprehensive critical review of the established interpretation of absolute judgments in terms of “information transmitted”. An inevitable conclusion is reached: that published measurements of information transmitted actually measure memory capacity. A new, qualitative model is offered for the role of memory in absolute judgments. The model is well supported by recently revealed empirical properties of absolute judgments
