Undocumented Workers Are Taxpayers, Too
Public discussion in Oregon about undocumented immigrant workers and their families has tended to focus on the costs to Oregon of providing certain public services to these families. Relatively little is mentioned about the contributions undocumented workers make to Oregon.Undocumented workers are an important part of Oregon's economy. The work they perform is vital in certain industries. In addition, a substantial portion of the roughly $2 billion they earn in income each year is spent on goods, services, and taxes in Oregon, to the benefit of the state economy.This issue brief estimates the total contributions by undocumented Oregon workers in state income taxes, property taxes, and excise taxes. In addition, this issue brief computes the approximate amount undocumented workers pay in federal Social Security and Medicare taxes, which are matched by employers. Last, it also estimates the amount Oregon employers pay in state unemployment insurance taxes on behalf of undocumented workers.Data on undocumented workers is limited. Though it is not possible to determine precisely the tax contributions made by undocumented workers, the available data allows reasonable estimates of the likely scale of tax payments they make
U.S. Undocumented Population Drops Below 11 Million in 2014, with Continued Declines in the Mexican Undocumented Population
Undocumented immigration has been a significant political issue in recent years, and is likely to remain so throughout and beyond the presidential election year of 2016. One reason for the high and sustained level of interest in undocumented immigration is the widespread belief that the trend in the undocumented population is ever upward. This paper shows that this belief is mistaken and that, in fact, the undocumented population has been decreasing for more than a half a decade. Other findings of the paper that should inform the immigration debate are the growing naturalized citizen populations in almost every US state and the fact that, since 1980, the legally resident foreign-born population from Mexico has grown faster than the undocumented population from Mexico
The labor market experience and impact of undocumented workers
Using administrative data from the state of Georgia, the authors find that average wages among documented workers are lower in industries that employ undocumented workers and that a greater share of undocumented workers in those industries further lowers wages. In addition, undocumented workers have significantly lower labor supply elasticity, likely as a result of their limited employment and grievance opportunities. Furthermore, the inflow of undocumented workers does more to displace earlier hired undocumented workers than it does to displace documented workers.Immigrants
Undocumented Worker Employment and Firm Survival
Do firms employing undocumented workers have a competitive advantage? Using administrative data from the state of Georgia, this paper investigates the incidence of undocumented worker employment across firms and how it affects firm survival. Firms are found to engage in herding behavior, being more likely to employ undocumented workers if competitors do. Rivals' undocumented employment harms firms' ability to survive, while firms' own undocumented employment strongly enhances their survival prospects. This suggests that firms enjoy cost savings from employing lower-paid undocumented workers at wages less than their marginal revenue product. The herding behavior and competitive effects are found to be much weaker in geographically broad product markets, where firms have the option to shift labor-intensive production out of state or abroad.undocumented workers, firm dynamics, monopsony, immigration policy
Wasted Talent and Broken Dreams: The Lost Potential of Undocumented Students
The current political debate over undocumented immigrants in the United States has largely ignored the plight of undocumented children. Yet children account for 1.8 million, or 15 percent, of the undocumented immigrants now living in this country. These children have, for the most part, grown up in the United States and received much of their primary and secondary educations here. But without a means to legalize their status, they are seldom able to go on to college and cannot work legally in this country. Moreover, at any time, they can be deported to countries they barely know. This wasted talent imposes economic and emotional costs on undocumented students themselves and on U.S. society as a whole. Denying undocumented students, most of whom are Hispanic, the opportunity to go to college and join the skilled workforce sends the wrong message to Hispanics about the value of a college education-and the value that U.S. society places on their education-at a time when raising the educational attainment of the Hispanic population is increasingly important to the nation's economic health

Employer monopsony power in the labor market for undocumented workers
Using matched employer-employee data from the state of Georgia, this paper investigates the potential for employer monopsony power in the labor market for undocumented workers. We find that the labor supply elasticity of undocumented workers is about 13 percent lower than that estimated for documented workers, suggesting that at least some of the observed wage gap between documented and undocumented workers can be explained by firms' exploiting their monopsony power. There is also evidence of some displacement, with the hiring of undocumented workers being associated with a small amount of documented worker separation.Labor market
Access to healthcare for undocumented migrants: Analysis of avoidable hospital admissions in Sicily from 2003 to 2013
Access to healthcare services for undocumented migrants is one of the main public health issues currently being debated among European countries. Exclusion from primary healthcare services may lead to serious consequences for migrants' health. We analyzed the risk among undocumented migrants, in comparison with regular migrants, of being hospitalized for preventable conditions in the Region of Sicily (Italy). We performed a hospital-based cross-sectional study of the foreign population hospitalized in the Sicily region between 1 January 2003 and 31 December 2013. The first outcome was the proportion of avoidable hospitalization (AHs) among regular and irregular migrants. Second outcomes were the subcategories of AHs for chronic, acute and vaccine preventable diseases. 85 309 hospital admissions were analyzed. In the hospitalized population, in comparison to regular migrants, undocumented migrants show a higher proportion of hospitalization for diseases preventable through primary and preventive care (AOR1·48, 95%CI 1·37-1·59). The proportion of avoidable hospitalizations associated with the lack of legal status is higher for vaccine preventable conditions (AOR 2·06, 95%CI 1·66-2·56) than for chronic conditions (AOR 1·47, 95%CI 1·42-1·63) and acute conditions (AOR 1·37; 95%CI 1·23-1·53). Between 2003 and 2013, the proportion of avoidable hospitalizations decreased both in regular and undocumented migrants but decreased faster for regular than for undocumented migrants. Undocumented migrants experience higher proportion of hospitalization for preventable conditions in comparison with regular migrants probably due to a lack of access to the national healthcare service. Policies and strategies to involve them in primary healthcare and preventive services should be developed to tackle this inequality
Access or Barrier? Tuition and Fee Legislation for Undocumented Students across the States
States have responded in a variety of ways to undocumented immigration and its implications for higher education. Some states have allowed undocumented students to seek an affordable college education while others have created barriers. This article highlights the piecemeal legislation that the states have passed in order to respond to the needs of undocumented students; namely, policies allowing undocumented students in-state resident tuition. It also considers the policy impacts on undocumented students and the institutions and faculty that serve them

Cardiovascular disease behavioral risk factors among Latinos by citizenship and documentation status.
BACKGROUND:Studies have observed that recent Latino immigrants tend to have a physical health advantage compared to immigrants who have been in the US for many years or Latinos who are born in the United States. An explanation of this phenomenon is that recent immigrants have positive health behaviors that protect them from chronic disease risk. This study aims to determine if trends in positive cardiovascular disease (CVD) risk behaviors extend to Latino immigrants in California according to citizenship and documentation status. METHODS:We examined CVD behavioral risk factors by citizenship/documentation statuses among Latinos and non-Latino US-born whites in the 2011-2015 waves of the California Health Interview Survey. Adjusted multivariable logistic regressions estimated the odds for CVD behavioral risk factors, and analyses were stratified by sex. RESULTS:In adjusted analyses, using US-born Latinos as the reference group, undocumented Latino immigrants had the lowest odds of current smoking, binge drinking, and frequency of fast food consumption. There were no differences across the groups for fruit/vegetable intake and walking for leisure. Among those with high blood pressure, undocumented immigrants were least likely to be on medication. Undocumented immigrant women had better patterns of CVD behavioral risk factors on some measures compared with other Latino citizenship and documentation groups. CONCLUSIONS:This study observes that the healthy Latino immigrant advantage seems to apply to undocumented female immigrants, but it does not necessarily extend to undocumented male immigrants who had similar behavioral risk profiles to US-born Latinos
