    Event based sampling occurs when the time instants are measured everytime the amplitude passes certain pre-defined levels. This is in contrast with classical signal processing where the amplitude is measured at regular time intervals. The signal processing problem is to separate the signal component from noise in both amplitude and time domains. Event based sampling occurs in a variety of applications. The purpose here is to explain the new types of signal processing problems that occur, and identify the need for processing in both the time and event domains. We focus on rotating axles, where amplitude disturbances are caused by vibrations and time disturbances from measurement equipment. As one application, we examine tire pressure monitoring in cars where suppression of time disturbance is of utmost importance

    Low-carbon technology for the rising middle class

    This policy brief will discuss the role of local and international technology and innovation policies for low-carbon development of the rising middle class in developing countries. Although a large segment of the population of most developing countries remains severely deprived, most developing countries also have a significant and growing part of the population that could be a feasible target for low-carbon policies. In addition to how industrialised countries decide to reduce their emissions, a major determinant of the carbon intensity of the world economy and our collective ability to stay below 2°C global mean temperature rise, is how the rising middle class in developing countries will develop – along a low-carbon or a higher-carbon pathway. If this rising middle class could embark on a lower-carbon consumption pathway, for instance in their electricity use, their transportation demand and modes, their eating habits and other consumption patterns, this could structurally avoid a considerable amount of greenhouse gas emissions and yield other social, environmental and health benefits. As strong carbon policies incentivising such pathways are unlikely to happen soon in developing countries, technology policies can provide a solution, given they can be aimed at consumption patterns of the rising middle class specifically. This paper makes several case-based recommendations that can put those in developing countries that benefit from a more sustainable lifestyle on a low-carbon development path

    Climate Policy under Technology Spillovers

    Technological development is likely to play an important role in curbing growth in greenhouse gas emissions. It is therefore important to incorporate factors influencing technological change in climate policy analyses. This paper studies climate policy when there are technology spillovers between countries, and there is no instrument that (directly) corrects for these externalities. The lack of an appropriate instrument reflects that R&D expenditures in a country are difficult to verify by other countries. We show that without an international agreement, the non-cooperative outcome will have too much emissions and too little R&D expenditures compared with the social optimum. While the non-cooperative equilibrium depends on whether countries use tradable quotas or carbon taxes as their domestic instruments for controlling emissions, all countries are better off in the tax case than in the quota case. Next we study two types of international climate agreements with full participation. One is a Kyoto type of agreement where each country is assigned a specific number of internationally tradable quotas. In the second type of agreement a common carbon tax should be used domestically in all countries. We show that none of the cases satisfy the conditions for the social optimum. Even if the total number of quotas is set so that the quota price is equal to the Pigovian level, R&D investments will be lower than what is socially optimal in the Kyoto case, whereas with a harmonized domestic carbon tax R&D expenditures could even be too high. Finally we examine the case in which there is an incomplete agreement, i.e. some countries have not signed the agreement.     Digital Technology and Cultural Policy

    This paper reviews how digital technology, and the devices and broadband networks associated with it (the Internet, for short), can be expected to a ect the ways in which books, music, the visual arts, libraries and archived cultural heritage (cultural goods, for short) are produced, distributed and consumed. The paper has four parts. First, I place the growth of the Internet in historical and comparative perspective. I argue that the United States is presently engaged in a regulatory e ort similar in intent to those imposed on earlier communications revolutions. In this context, I outline the ways that the Internet can be expected to change how people produce and consume cultural goods. I distinguish between practices the technology makes possible and practices likely to become established as typical for the majority of people. Second, I discuss some of the new arenas for cultural policy thrown up by the Internet. I argue that, just as it has bound many kinds of cultural content into a single medium, the Internet has tied together a variety of regulatory issues and brought cultural policy into contact with areas of policy-making not normally associated with culture. Third, I focus on the relationship between creativity, consumption and copyright law. Fourth, I describe a number of key conflicts over the Internet's architecture and content. How these are resolved through policy choices will have important consequences for how we consume and experience cultural goods of all kinds in the future.

    Policy-Induced Environmental Technology Transfer

    We investigate how environmental and trade policies affect the transfer of environmental technology in a two-country model with global pollution. By comparing free trade and tariff policy without commitment, the following results are obtained. First, the existence of an environmental policy in a local country induces technology transfer from a foreign country. Second, there is a possibility that free trade is preferable to a tariff policy for both countries even though free trade lowers the environmental tax rate. Third, the quantity of the local firmfs product decreases for higher environmental damage.     Government technology policy has nurtured the growth of the aerospace industry which is vital to both the U.S. and Japanese economies. Japanese technology policy differs significantly from U.S. technology policy, however, particularly with respect to the production, transfer, and use of scientific and technical information (STI). In this paper, we discuss the unique position of the aerospace industry in the U.S. and Japan, U.S. and Japanese aerospace policy, and the role of STI in the process of aerospace innovation. The information-seeking behaviors of U.S. and Japanese aerospace engineers and scientists are compared. The authors advocate the development of innovation-adoption technology and STI policy goals for U.S. aerospace and the inclusion of an aerospace knowledge diffusion transfer system with an 'active' component for scanning and acquiring foreign aerospace technology and STI

    Technology licensing with strategic tax policy

    Despite the important insights it has provided, technology licensing literature remains restrictive by not allowing government policies. We show that in the presence of strategic tax policies, an outside innovator and, more interestingly and in contrast to the existing works, the consumers are better off under royalty licensing compared to auction (or fixed-fee licensing) if the number of potential licensees is sufficiently large. It follows from our analysis that a combination of fixed-fee and output royalty can be preferable to the innovator compared to both royalty licensing and auction (or fixed-fee licensing).Licensing; Tax; Auction; Royalty

    The Suspension of the Gold Standard as Sustainable Monetary Policy

    This paper models the gold standard as a state contingent commitment technology that is only feasible during peace. Monetary policy during war, when the gold convertibility rule suspended, can still be credible, if the policy maker’s plan is to resume the gold standard in the future. The DGE model developed in this paper suggests that the resumption of the gold standard was a sustainable plan, which replaced the gold standard as a commitment technology and made monetary policy time consistent. Trigger strategies support the equilibrium: private agents retaliate if a policy maker defaults its plan to resume the gold standard
