    IPRs, Technological Development, and Economic Development

    In the year 2000 some $142 billion in royalties were paid internationally by users of a specific piece of knowledge that were protected under Intellectual Property Right law (IPR) to those parties that owned these rights. Under current circumstances where knowledge & innovation play an increasingly significant role in the economy (Foray & Lundvall 1996, Cowan, David and Foray 2000, Cooke 2002, Dolfsma & Soete 2006, Dolfsma 2005). IPRs have become increasingly prominent in debates and are almost unanimously deemed to favor economic development by policymakers, and certainly by policymakers in developed countries. While it has been acknowledged that some parties may benefit more from a system of IPRs than others, in relative terms a Pareto improvement is the expected outcome (Langford 1997). This has not always been the case. In addition, the academic (economic) community is almost unanimous about the system of IPR overshooting its goals. This has been the motivation to include IPRs in the WTO negotiations. The TRIPS agreement (Trade-Related Aspects of Intellectual Property Rights) has resulted in 1994 from these negotiations. Especially during the 1990s the number of patents granted has grown tremendously despite the fact that many a scholar still supports Machlup’s (1958, p.28) conclusion that:“it would be irresponsible, on the basis of our present knowledge of its consequences, to recommend instituting one. But since we have had a patent system for a long time, it would be irresponsible, on the basis of our present knowledge, to recommend abolishing it.â€From other corners, where specific effects of IPRs are considered, a different and less circumspect sound may be heard. Examples of this are attempts to make available HIV/AIDS drugs at a reduced price compared to what the pharmaceutical companies that have the patents on these drugs demand. I will focus on patents.Empirical and theoretical findings bearing on the question of IPRs’ effect on technological development, and thus prospect for economic development, are reviewed. Static and dynamic effects are distinguished. Areas where static effects may be expected include transfer of knowledge, balance of payment effects, effects for large as opposed to small firms, and effect on the ‘extent of the market’. Areas for dynamic effects include technological development and technological preemption. The list may not be exhaustive, and effects are interlocking: they may be mutually reinforcing or they may conflict.     Technological safety of sustainable development of coal enterprises

    Purpose. Substantiation of conceptual base of searching the ways of threats prevention to sustainable development of coal enterprises in the presence of multidirectional vectors of economic pressure of the external environment. Methods. Methods of the structural and comparative analysis for an assessment of usage of the main definitions of a research, their essence and communication with other categories which define efficiency of development of the coal enterprise are used for the solution of the set tasks in the work; groups and classifications are used for systematization of types of economic security and stability of the enterprise, and also factors which cause them. Findings. The analysis of main definitions that reflecting essence of such scientific phenomena as “sustainable development” and “economic security” of the enterprise is conducted. Actuality and reasonability of scientific research conducting on formation of methodical base and tools of an assessment of a technological component of sustainable development safety of coal enterprises is substantiated. Originality. Research of opportunities of the comprehensive programs creation of adaptive management of the mining enterprise including a retrospective and perspective assessment of a pathway of its development. Practical implications. Introduction of adaptation activity at the coal enterprises in aspect of process of technological safety ensuring.Мета. Обґрунтування концептуальної бази пошуку шляхів запобігання загрозам сталого розвитку вугільних підприємств при наявності різноспрямованих векторів економічного тиску зовнішнього середовища. Методика. Для вирішення поставлених у роботі завдань використані методи структурно-порівняльного аналізу – для оцінки використання основних дефініцій дослідження, їх сутності та зв’язку з іншими категоріями, які визначають ефективність розвитку вугільного підприємства; групування й класифікації – для систематизації видів економічної безпеки і стійкості підприємства, а також факторів, які їх обумовлюють. Результати. Проведено аналіз основних визначень, що відображають сутність таких наукових феноменів, як “сталий розвиток” і “економічна безпека” підприємства. Обґрунтована актуальність та доцільність проведення наукових досліджень з формування методичної бази й інструментарію оцінки технологічної складової безпеки сталого розвитку вугільних підприємств. Наукова новизна. Дослідження можливостей створення комплексних програм адаптивного управління гірничим підприємством, що включають ретроспективну і перспективну оцінки траєкторії його розвитку. Практична значимість. Впровадження адаптаційної діяльності на вугільних підприємствах в аспекті процесу забезпечення технологічної безпеки.Цель. Обоснование концептуальной базы поиска путей предотвращения угроз устойчивому развитию угольных предприятий при наличии разнонаправленных векторов экономического давления внешней среды. Методика. Для решения поставленных в работе задач использованы методы структурно-сравнительного анализа – для оценки использования основных дефиниций исследования, их сущности и связи с другими категориями, которые определяют эффективность развития угольного предприятия; группировки и классификации – для систематизации видов экономической безопасности и устойчивости предприятия, а также факторов, которые их обусловливают. Результаты. Проведен анализ основных определений, отражающих сущность таких научных феноменов, как “устойчивое развитие” и “экономическая безопасность” предприятия. Обоснована актуальность и целесообразность проведения научных исследований по формированию методической базы и инструментария оценки технологической составляющей безопасности устойчивого развития угольных предприятий. Научная новизна. Исследование возможностей создания комплексных программ адаптивного управления горным предприятием, включающих ретроспективную и перспективную оценку траектории его развития. Практическая значимость.     Resource Augmenting Technological Progress and Sustainable Development?

    This paper constructs a three-sector growth model with non-renewable environmental resource and a resource augmenting technological progress, and investigates the relation between the sustainability of resource use and growth of the nations. When the resource augmenting technological progress arises, it is shown that, if the agent is patient, then resource extraction is reduced. We can also prove that, in the opposite preference case, resource use is promoted.     Innovation and Technological Development of Industrial Regions Under Social and Economic Insecurity

    The article is devoted to the identification of the characteristics and priorities of innovation and technological development in the industrial regions of the Russian Federation in the context of the ongoing global crisis. The authors come from the hypothesis that, in these circumstances, the strategy of innovative development of industrial regions, in order to ensure their sustainability and the creation of conditions for further growth, should be an integral part of their industrial policies and focus primarily on the modernization and improvement of technical and technological level of basic units. On the basis of the analysis of statistical data about the status of the innovation capacity in the Russian Federation, the authors have identified the root causes of the continuing backlog of advanced foreign countries by the level of innovative development (raw-material orientation of the Russian economy that enhances the technological dependence of the developed countries; insufficient financial support for innovation activities by the state; the orientation of innovation in imitation and borrowing). The necessity to take into account in the development and implementation of the socio-economic strategic regions of the Russian Federation and the close relationship between the industrial-technological and innovation component of social development is proved. In order to improve the effectiveness of regional development policies, the classification of Russian regions considering their industrial and technological specialization is proposed, the required elements and characteristics of effective innovation systems for each type of region are allocated. In the article, the proposals on measures of the state support for innovation development of industrial regions, with the aim of improving their sustainability and competitiveness in the face of geopolitical and economic uncertainty are determined.     Regional Economic Policy: Structured Approach and Tools (The Oretical Formulation

    The subject matter of the article is the development of a doctrine of coordinated regional development and the study of the structural quality of development of regional systems based on the theoretical analysis of institutional factors (parameters) that determine the technological efficiency of the regional economy. The purpose is to show possibilities of technological changes and the shift of economic growth in a particular regional system, with strict limits for accelerated development, with emphasis on industrial regions. For this purpose, we generated a number of structural models, analyzed the impact of technological factors on parameters of growth of the regional economy and determined conditions for development of industrial regions. We applied correlative and regression analysis to establish a statistically significant correlation between relevant parameters, used econometric models to show the possibility to estimate parameters of growth through control parameters, including technological factor. The structural aspect of regional economic growth is measured by dividing investments into two classes: old and new technologies. It is possible to increase the technological efficiency of the regional economy by improving results with regard to used (old) technologies and applying new technologies. This approach fundamentally refines the priority queue algorithm for regional development, provides a choice of a strategy of regional technological development. When resources are directed only to the latest technologies, the disproportion in development of the regional economic system can dramatically increase, and parameters related to diversion of resources and creation of a new resource will determine the growth rate of the region. The behavior of investment in old technologies has a major impact on the rate of regional economic growth in Russia, while investments in new technologies are minor and did not have an equivalent impact on the economic growth rate compared with old technologies. Institutional corrections that define parameters of resource diversion from old technologies and creation of a new resource for development, will determine the quality of new economic growth

    Women, technological change, and the development of underdevelopment: the African experience

    Analysis of experience the world around has exposed a tendency for the status of women to declare with the introduction of new technologies in the process of development. This brief paper will argue that this is an integral facet of the complex interrelated phenomenon which several political economists have identified as the process of development of underdevelopment. The paper will focus primarily on evidence drawn from Africa, where the author conducted research and taught in universities for almost a decade. The underlying explanation, with appropriate modifications in view of the particular historical circumstances and cultural differences, appears, however, to be more widely applicable

    With the determination of principal parameters of producing and pollution abatement technologies, this paper quantifies abatement and external costs at the social optimum and analyses the dynamic relationship between technological development and the above-mentioned costs. With the partial analysis of parameters, the paper presents the impacts on the level of pollution and external costs of extensive and intensive environmental protection, market demand change and product fees, and not environmental protection oriented technological development. Parametrical cost calculation makes the drawing up of two useful rules of thumb possible in connection with the rate of government in-terventions. Also, the paradox of technological development aiming at intensive environmental protection will become apparent
